Uzbekistan to introduce a daycare service for children with disabilities

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan will begin the phased introduction of a daycare service for children with disabilities as part of the Presidential Decree No. PP-41, issued on 3 February 2025, titled "On Additional Measures for the Further Improvement of the Social Services and Assistance System for Children with Disabilities."

According to the decree, starting from 1 March 2025, the new system will be launched as a pilot project in the Republic of Karakalpakstan, as well as the Andijan, Kashkadarya, Samarkand, Surkhandarya, and Tashkent regions, along with the city of Tashkent. By 1 October 2025, the daycare service is expected to be rolled out across all regions of the country. The initiative will be implemented under a public-private partnership model and will cater to children aged 3 to 18 years.

The government will provide support to entrepreneurs establishing daycare centers. For each day a child attends the center, a subsidy equivalent to 25% of the base calculation value (BCV) will be allocated for children aged 3 to 7 years, while children aged 7 to 18 years will receive 27% of the BCV.

In regional centers, as well as in Tashkent and Nukus, these subsidies will be increased by 10%.

For families registered in the National Poverty Registry, an additional payment of 30% of the total subsidy amount is provided.

Until July 1, 2027, entrepreneurs opening daycare centers will have access to preferential loans at the Central Bank’s base rate to purchase furniture and equipment.

To improve service quality, modern digital solutions will be introduced. By 1 March 2025, the “Unified National Social Protection” information system will include a “Daycare Service Management” module, along with a mobile application.

By 1 September 2025, the “Children’s Health” information system will be launched to facilitate early detection of developmental disorders, provide comprehensive social and medical support, and promote the successful social integration of children with disabilities.

The implementation of this project is expected to significantly improve the living conditions of children with disabilities and their families while increasing access to high-quality social services.
