Uzbekistan to fine developers for excessive dust on construction sites

Tashkent, Uzbekistan (UzDaily.com) — On 3 March, Uzbek President Shavkat Mirziyoyev signed a law introducing liability for air pollution caused by construction companies.

The bill was passed in its first reading by the Legislative Chamber of the Oliy Majlis in December 2024 and was approved by the Senate in February 2025.

Amendments to the Code of Administrative Responsibility establish fines for failure to comply with air quality protection regulations.

Violations of the maximum allowable dust emissions from construction sites exceeding 500 square meters will result in administrative penalties for developers' officials.

For a first-time offense, the fine will be 10 sizes of basic estimated value (3.75 million soums), while a repeat violation within a year will see the fine increase fivefold to 50 sizes of basic estimated value (18.75 million soums).

The law will take effect three months after its official publication.

The State Environmental Control Inspectorate has been tasked with enforcing the regulations, using specialized devices known as aspirators. Inspectors will also check for the presence of water sprayers on construction sites to suppress dust emissions.
