Uzbekistan to Enhance Support System for Green Public Procurement
Tashkent, Uzbekistan (UzDaily.com) — On 18 June 2025, the Cabinet of Ministers of Uzbekistan adopted Resolution No. 371, which outlines measures to improve the country’s green public procurement system.
The document introduces a phased approach to integrating environmentally conscious practices into public procurement. By 2030, the share of green procurement is expected to reach 30% of the total volume.
Starting from 1 January 2026, the inclusion of environmental criteria will become a mandatory element in procurement documentation when selecting the best proposals. Bidders will receive additional points — amounting to 5% of their total score — for each submitted document verifying environmental certification. However, failure to meet certain environmental requirements will not serve as an automatic basis for disqualification.
State procurement entities will be required to ensure that at least 15% of their total procurement spending in 2026 goes toward green purchases. Furthermore, they must increase this share by no less than 5% annually.
With these reforms, Uzbekistan is launching a long-term mechanism to support environmentally safe and sustainable solutions within public spending.
