Uzbekistan to cut paper use by 30% in 2010-2012
Tashkent, Uzbekistan (UzDaily.com) -- Budget organizations of Uzbekistan were ordered to decrease paper consumption by 30% in 2010-2012 or by 10% annually.

Uzbekistan Prime Minister Shavkat Mirziyayev signed a resolution of the Cabinet of Ministers “On additional measures on saving and rational use of paper in Uzbekistan”.

The government warned heads of ministries, departments, business entities, Ministers’ Council of Karakalpakstan, local administrations to ensure efficiency of undertaken measures on saving and rational use of paper, effective use of information-communication technologies, eliminate bureaucratism and decrease document turnover, etc.

Cabinet of Ministers ordered to develop complex of additional measures on further developing information-communication technologies, taking into account equipping administrative-management personnel with computers in 2011, revise new parameters on expanding electronic document turnover in 2011-2015, introduction of local and corporate computer networks, and others.

The document approved other measures directed for saving and rational use of paper. The resolution noted that Treasury and its divisions will carry out monitoring on optimization and use of means for paper.

It is also planned to develop and implement state support for modernization, technical and technological equipment of existing enterprises on paper production in Uzbekistan, introduction of resource and energy saving technologies at these companies, expand the volume and types of goods.

Uzbekistan will develop resource base on paper production, strengthen and improve collection, processing and production of paper from the paper wastes.

The resolution said that the paper use at the state bodies and economic entities, as well as executive power in places decreased from 10% to 40% in last three years.

The country is introducing ICT and electronic document turnover, government electronic services to improve management system and solve local and intra-industry tasks in timely manner.

The resolution said that the level of equipment of the State Committees with computers made up 61%, ministries – 81% and local administrations – 91%. Each state and business bodies have local networks and electronic document turnover systems, which helped to cut paper expenses.
