Uzbekistan to adjust social norms for electricity and gas consumption based on weather conditions

Tashkent, Uzbekistan (UzDaily.com) — In Uzbekistan, the duration of social norms for electricity and gas consumption will be revised according to weather conditions. This is stipulated in a Cabinet of Ministers resolution from 28 February 2025.

Following the instruction of President Shavkat Mirziyoyev, the government made amendments to the 16 April 2024 resolution, which had introduced increased tariffs for electricity and natural gas starting from 1 May 2023, and set social (basic) consumption norms for these resources.

The Ministry of Energy has been granted the authority to adjust the duration of basic energy consumption norms depending on air temperature, in coordination with the Cabinet. These adjustments could apply to both the heating season and other periods.

The Ministry of Energy, "Regional Electric Networks," and "Hududgazta’minot" are required to inform the public in a timely manner about any changes to the basic consumption norms through official websites and media outlets.

For instance, last Saturday, the government extended the basic gas consumption norm from 1 March to 1 April, taking into account forecasted lower temperatures, according to the Ministry of Energy.

It should be noted that starting in May 2024, the cost of 1 kWh of electricity within the social norm will increase from 295 to 450 soums (+52.5%), while 1 cubic meter of natural gas will rise from 380 to 650 soums (+71%). Once the established limit is exceeded, the tariff increases significantly.

The social norms for energy consumption are set as follows:
— Electricity: up to 200 kWh per month;
— Natural gas (from March to October, and from March to September in Karakalpakstan and Khorezm): up to 100 cubic meters;
— Natural gas during the heating season (from November to February, and from October to February in Karakalpakstan and Khorezm): up to 500 cubic meters.

Starting from 1 April 2025, tariffs will rise again: the base price for 1 kWh of electricity will increase by 33.3%, from 450 to 600 soums, while 1 cubic meter of gas will become 53.8% more expensive, rising from 650 to 1,000 soums.
