Uzbekistan to accelerate digitalization of healthcare

Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Shavkat Mirziyoyev signed a resolution “On additional measures to accelerate the digitalization of the healthcare system and the introduction of advanced digital technologies.”

In order to digitalize healthcare and implement a unified set of information systems, reduce unnecessary procedures in the management system and increase the efficiency of the state institution, IT-Med is being liquidated, and its tasks are transferred to LLC “Unified Integrator for the Creation and Support of State Information Systems “UZINFOCOM”.

He is assigned additional tasks:

- Optimization and simplification of business processes in the healthcare system;

- Implementation and support of a unified complex of information systems “Electronic Health Care” and ensuring its integration with information systems of other government agencies;

- Implementation of policies and standards of digital technologies and communications in the field of medicine and pharmaceuticals, etc.

A program of measures for the effective organization of the National Digital Health System has been adopted. All rights and obligations for current projects are transferred to the Single Integrator. The project “Support for reforms in the digitalization of healthcare”, supported by KfW Bank, entrusts the Single Integrator with the creation, implementation, technical support and provision of information security.

All medical and pharmaceutical organizations, including pharmacies, are required to consistently connect to the Digital Health Platform.

From 1 January 2025, the Single Integrator will receive a commission payment of 0.3% of the funds paid to public medical institutions from the State Health Insurance Fund for processing data associated with each registered insurance case on the Platform.

The integrator is also given the right to supply hardware and software systems, information systems, engineering infrastructures, equipment, components, technological documentation and software for medical government institutions while maintaining the status of a resident of the Technology Park of software products and information technologies.

The Ministry of Health and medical government institutions receive the right to enter into contracts with the Single Integrator and make 100% advance payment for the preparation of design and technical documentation, the development of software and hardware systems, automated information systems, as well as the supply of equipment for these purposes.
