Uzbekistan simplifies licensing and permit procedures

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has passed a draft law in its first reading aimed at simplifying licensing and permit procedures, according to the lower house’s press service.

The document introduces amendments to three codes and five laws, abolishing requirements for 12 types of licenses and permits, along with their associated administrative procedures.

Additionally, the bill proposes shifting four types of licensed activities to a notification-based system, converting one notification procedure into a permit-based one, and aligning three permit procedures with current legislation. The requirement for obtaining expert opinions for two licenses will also be eliminated.

Amendments to the Customs Code will remove provisions regarding documents required for inclusion in the customs register of carriers. Furthermore, penalties for conducting business without a license or permit will be eased.

Under the proposed law, violators who voluntarily pay 50% of the imposed fine within 15 days or 70% within 30 days—and subsequently apply for the necessary license or permit or submit a notification—will be exempt from paying the remaining portion of the fine.

Moreover, applications for licenses and permits will be accessible through Public Service Centers. Lawmakers emphasized that the adoption of this law will facilitate business operations, enhance market competition, and create a more favorable environment for foreign companies.
