Uzbekistan sets responsibilities for bloggers
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan amended law “On informatization”, which sets norms for bloggers and dissemination of public information via internet.

The amendments were introduced with the law “On introduction of changes and amendments some legislative acts of Uzbekistan”, which was signed by the President of Uzbekistan on 4 September 2014.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 23 August 2014, the Senate approved it on 28 August 2014.

According to the law, the blogger is an individual, who places public information on public-political, social-economic and other information on their websites or pages on the websites, including to its discussion.

The website owners or pages, including bloggers, should not place information to:

  • call for a violent change of the constitutional order and territorial integrity of the Republic of Uzbekistan;
  • promote war, violence and terrorism, as well as the ideas of religious extremism, separatism and fundamentalism; disclose information constituting state secrets or other confidential information, protected by law;
  • disseminate information, exciting national, racial, ethnic or religious hatred, as well as defaming the honor and dignity or business reputation of citizens, prevent interference in their private lives;
  • promote narcotic drugs, psychotropic substances and precursors;
  • promote pornography;
  • commit other actions, drawing criminal or other responsibility in line with the legislation.
The owners of the website or pages, including bloggers, should check reliability of public information before its placement to website or web page and delete it if unreliability of information revealed.

If the owners of the website/web page or bloggers do not implement their responsibilities, the website will be blocked by special authorized bodies in line with the order, set by the Cabinet of Ministers of Uzbekistan.
