Uzbekistan, Russia cooperate in development of finance sector

Tashkent, Uzbekistan (UzDaily.com) -- Within the framework of cooperation between the Ministry of Finance of the Russian Federation and the Ministry of Finance of the Republic of Uzbekistan, from 23 to 25 April 2019, seminars, round tables and meetings on topical issues of economic reform were held in Tashkent.

These events are organized by the Federal State Institution "Research Financial Institute" of the Ministry of Finance of the Russian Federation together with the Institute of Budget and Tax Studies under the Ministry of Finance of the Republic of Uzbekistan.

On the closing day of the seminar on 25 April, Ekaterina Melnikova, Commercial Director of MEGAR, gave a presentation on the topic “Experience of implementing electronic social certificates. The report addressed the following issues: shortcomings in the provision of social assistance to citizens; the characteristic of the non-financial processing system, and the scheme of its functioning; effects from the use of electronic social certificates (ESS) and the possibility of their use in Uzbekistan; types of identifiers and mobile applications; stages of introduction of electronic certificates.

Detailed information about the Non-Financial Processing (NFP) information system is available at www.megar.ru. In the course of the discussion, the discussion participants focused on the most important problems of introducing the system of electronic social certificates in Uzbekistan.

During the discussion, it was noted that the introduction of ESS will improve the efficiency of social benefits and ensure their targeted use, save about 10% of funds by optimizing costs, create conditions for determining the quality of provider services, increase the transparency of payments, expand the freedom to choose services, and improve government service statistics. In general, this will create additional conditions for the growth of attracting customers and increasing sales.

As a wish, a suggestion was made about the need to introduce the proposed mechanism and conduct wide explanatory work among the population about the advantages of electronic social certificates.

After the break, the head of the processing systems department of MEGAR, Alexander Unuchek, made a presentation on the topic “Decision on accounting for state charges and payments”. In his speech, the speaker reviewed the main goals and objectives of the accounting for accruals and payments; the need to introduce a system of payment for services on portals using various payment instruments; payment accounting scheme and the effect of its implementation; actual problems of formation of operational reporting; the creation of an integrated settlement system for state payments.

During the seminar, as well as after its completion, the rapporteur and experts thoroughly answered numerous questions from the participants of this event.

The event was attended by leading experts of the Ministry of Finance, the Pension Fund and the Institute of Fiscal Research under the Ministry of Finance.

The training participants expanded their skills in the use of electronic social certificates and accounting for government accruals and payments, as well as on other relevant issues.
