Uzbekistan introduces customs fee for international courier shipments

Tashkent, Uzbekistan (UzDaily.com) — A new customs fee has been introduced in Uzbekistan for international courier shipments.

According to a resolution by the Cabinet of Ministers dated January 31, 2025, the fee is set at 2% of the base estiamted value (BEV)—7,500 soums—per kilogram of shipment weight.

The new regulation applies to goods ordered through foreign marketplaces such as Amazon, AliExpress, Wildberries, and others, as well as personal parcels sent between individuals via international courier services.

At the same time, the existing duty-free import limit for personal use goods remains unchanged at US$1,000 per quarter.

If the total value of shipments exceeds this limit within the given period, a unified customs duty of 30% will be applied to the excess amount.

The fee is to be paid by courier companies (DHL, FedEx, UPS, and others), not by individual recipients. However, delivery services may incorporate these costs into their pricing.

The new rule is also aimed at combating the illegal import of commercial goods disguised as personal shipments.

A unified mechanism for all types of parcels, including personal gifts, ensures non-discriminatory treatment and simplifies regulatory oversight.
