Uzbekistan Introduces Alternative Credit Scoring to Assess Creditworthiness of Unemployed Citizens

Tashkent, Uzbekistan (UzDaily.com) — As of 23 June, Uzbekistan has introduced a new tool for evaluating the creditworthiness of citizens without official income. The Credit Information and Analytical Center (CIAC) announced the launch of a special credit report titled “Alternative Scoring.”

This new system aims to simplify the assessment of credit risk for banks and non-bank financial institutions by giving them access to additional data sources on potential borrowers. According to CIAC, the report is based on alternative indicators that provide a more objective evaluation of the financial reliability of individuals who lack formal employment or declared income.

Specifically, the scoring takes into account data on banking card transactions over the past twelve months, information provided by the Bureau of Compulsory Enforcement — including records of court-ordered and paid alimony within the same period — as well as the regularity of utility payments. An overall score is then calculated to reflect the borrower’s payment behavior and their ability to meet financial obligations.

The cost of obtaining such a report is 0.05 percent of the base calculation value, excluding value-added tax. The introduction of this system gives financial institutions additional tools for making more informed lending decisions, thereby expanding access to credit for citizens who previously existed outside the formal financial sector.
