Uzbekistan intends to introduce a system of state health insurance

Tashkent, Uzbekistan (UzDaily.com) -- A draft resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On organizational measures to introduce a system of state health insurance" has been published on the portal for discussing draft regulatory documents.

The document was developed in order to ensure the implementation of the resolution of the President of the Republic of Uzbekistan "On measures to reform and ensure the accelerated development of the insurance market of the Republic of Uzbekistan" from 2 August 2019.

According to the draft resolution, a state health insurance system will be introduced in Syrdarya region as a pilot project from 1 July 2021 until the end of 2022. Further, based on its results, proposals will be prepared for the phased implementation of this system in other regions.

Thanks to the implementation of this document in practice, it is provided:

- gradual decrease in the share of ineffective spending in the health care system;

- ensuring openness and transparency in the medical services market and reducing the level of direct payments by the population for medical services;

- directing more than half of the funds allocated for the sector to finance primary health care;

- increasing the financial independence of medical institutions and expanding the mechanisms of material incentives for employees;

- achieving the development of a competitive environment in the market of medical services, which is planned by attracting private medical organizations to provide state-guaranteed medical care to the population.
