Uzbekistan establishes the procedure for issuing permits for international road transport

Tashkent, Uzbekistan (UzDaily.com) -- According to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On additional measures to improve the licensing system for international road transport of goods and passengers", field events are held in the regions with the participation of entrepreneurs.

The next meeting was held in the transport department of Samarkand region. It was attended by heads of enterprises engaged in international freight transportation by road.

At the meeting, Mirnosir Yusupov, head of the organization, licensing and issuing permits for road transportation department of the Ministry of Transport, informed in detail about the principles of the procedure established by the decree on the distribution of foreign permit forms to national carriers.

According to the information, the permits indicate the types of international road transport of goods and passengers (bilateral, transit or transportation to / from third countries) and the conditions for their use. Below are their types:

for bilateral transportation of goods;

for transit transportation of goods;

for transportation of goods to/from third countries;

for bilateral/transit transportation of goods;

for non-regular transportation of passengers in two-way traffic;

for irregular transportation of passengers in transit traffic;

for non-scheduled transportation of passengers in two-way/transit traffic.

In particular, this resolution provides that the processes of distribution, issuance and use of foreign / multilateral permits among national carriers will be carried out through an automated information system of the Ministry of Transport of the Republic of Uzbekistan with full automation without a human factor, maintaining a national rating of carriers and encouraging carriers that receive the highest income from services of international transportation of goods at the expense of one truck, national carriers are required to return foreign / multilateral permits within the quota for the exchange of permit forms that do not satisfy their needs to the Ministry of Transport within 90 calendar days from the date of their issue. It was also noted that sanctions for the suspension of issuance of permits would be applied automatically, without a human factor, in relation to national carriers that issued foreign / multilateral permits or rights to them to others and did not return them to the Ministry of Transport in a timely manner.

Also, the participants of the meeting were provided with detailed information on the procedure for issuing and using Uzbek permits to foreign carriers, as well as determining the types of international transportation of goods.

At the meeting, organized in the form of intensive discussions and open dialogue, the company’s managers had the opportunity to get comprehensive answers to their questions.
