Uzbekistan develops draft law on openness of state bodies’ activities
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan develops a draft law “On openness of activity of the state bodies”. President of Uzbekistan Islam Karimov proposed to develop the law in November 2010.

Uzbek President Islam Karimov said that the document will be important for ensuring transparency and openness of the activity of the state bodies, create effective mechanism directed at strengthening role of mass media in ensuring public and parliamentary control over activities of the state bodies.

The draft law consists of 25 articles. The law is directed at ensuring information openness of the state bodies.

The main tasks of the law is to ensure access to information on activities of the state bodies; expanding forms of implementation of civil rights to information, determining procedures of informing public about activities of the state bodies; increasing responsibility of the state bodies over adopted decisions.

The main principles of ensuring access to information on activities of the state bodies are transparency, openness, actuality, timeliness, trustworthiness, interactivity of provided information with adhering to rights and interests of third persons.

Openness of the state bodies is ensured with adoption of complex measures on ensuring access to information on their activities, including through information service, official website, and other authorized structures.

The law said that information about activities of the state bodies is public and presented in verbal or written form on demand of user.

According to the law, the state bodies should have information service. Information service informs public on realization of the state policy by the state bodies within set authorities. The service also adopts measures on covering activities of the state bodies by mass media through organization of various events.

The document said that mass media, including accredited foreign ones, will have equal access to information on activities of the state bodies, independently from their language, volume and number of copies. The draft law also regulates issues of operation of official websites of the state bodies. The draft law said information should be dated and the website should be regularly updated, at least once a week.

The document said that the head of the state body is responsible for accuracy of information, placed at the official website.

The document said that the request of mass media for information and interview should be considered in short period, but not more than five days.

The draft law also regulated liabilities of the state bodies at ensuring access to information on their activity, rights of users and responsibility of law violation.
