Uzbekistan develops draft law on fighting HIV
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan developed a draft law “On fighting spread of diseases, caused by human immunodeficiency virus”.

This was announced at the roundtable titled “Issues of improving legislation in fighting HIV infections: international and national experience”, which was held in Tashkent. It was said that AIDS became global problem, which kills part of population and impacts to demographic situation and economy of the countries. Uzbekistan carried out gradual work on preventing HIV diseases.

Currently, law “On preventing diseases related to human immunodeficiency virus”, adopted in 1999, regulate the relations in this sphere.

In order to strengthen fight against this dangerous diseases and improve legislative base, Uzbekistan developed a law “On fighting spread of diseases, caused by human immunodeficiency virus”. The document was passed in the first reading by the Legislative Chamber of Oliy Majlis of Uzbekistan.

The draft law includes important norms, which did not exist in current law. The law updates terms, used in the document. It also determines sate body, which responsible for fighting spread of HIV. It also determines their rights. The document said that Cabinet of Ministers and Ministry of Health are responsible for fighting HIV.

The draft law also underlines importance of participation of self-governing bodies and NGOs in work directed at combating HIV. The law determines their rights. It also sets tasks of the Republican commission on coordination measures on fighting spread of HIV.

The document also has clauses on regulation of rights, liabilities and order of regulation of activities of Republican and territorial AIDS centers.

The draft law also sets order of medical examinations – voluntary, conditional and mandatory.

At the roundtable, the participant shared their proposals and recommendations on improving the draft law. In particular, they proposed to clarify article 4 on medical examination to determine cases, in which population receive free medical aid.
