On 24 January 2011, at the meeting of the Cabinet of Ministries on Macroeconomic Development, Structural changes in the Economy and Complex development of regions dedicated to the results of 2010 it was decided to form an interagency working group on preparation of the Draft of Budget Code of Uzbekistan. The interagency working group includes the specialists of the Cabinet of Ministers of the Republic of Uzbekistan, Chamber of Accounts, Ministry of Finance, Treasury, Ministry of Justice, Ministry of Economy, Central Bank, as well as State Tax Committee.

In light of these initiatives UNDP within its “Budget System Reform in Uzbekistan” Project takes part in the development of the Budget Code.

Budget Code is a legislative act which contains the systematized rules on regulation of public finance. The Budget Code allows compiling the respected regulatory acts and documents on planning and execution of the State Budget into one single document. The Code has supremacy over the other legislative acts, and includes not only bylaws but the laws as well.

The first output of the work was an inventory of budget legislation and preparation of the Concept of Budget Code.

The main goal of the Round Table is to discuss the prepared Concept for designing the comprehensive Budget Code in the future.

Recommendations and peer review obtained during the Round Table will improve the Concept and consequently serve as a basis for the development of comprehensive Budget Code.
