Uzbekistan denies charges of KEGOC
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan always adheres to control discipline and says accusation of Kazakhstan’s KEGOC on violation of planned power flow balance at the border with Russia is groundless.

Press-uz.info website reported that KEGOC, which manages power network in Kazakhstan, circulated information that Uzbekistan withdrew electricity from Kazakhstan Single Power System without contract.

The global experience shows that at joint work of the power system there could be temporary power flow due to various terms of energy system work and other technical reasons. The energy system of Uzbekistan completed 2010 with positive power flow balance and technologic power flow to energy systems of Central Asian Joint Power System from Uzbekistan reached 4.7 million K.W.H.

The report said that on 5 January 2011 there was accident at the energy system of Kyrgyzstan and it resulted in breakup of electricity transit at Northern-Southern Kazakhstan. In such cases, sustainable work of the Central Asian Joint Power System is ensured at joint efforts of all sides. In line with the article 8 of intergovernmental agreement on parallel work of power system, signed on 17 June 1999 in Bishkek, the sides oblige to assist each other in accidental and emergency situations to eliminate them and rehabilitate energy supply to consumers. The document signed by Uzbekistan, Kazakhstan, Kyrgyz Republic and Tajikistan.

Uzbekistan suffered significant financial loss and executed all clauses of the agreement. In the result, the sustainable work of Northern-Southern Kazakhstan transit was ensured.

Power flow from power system of Kazakhstan to the power system of Uzbekistan is connected with conditions of functioning of the power system and it is normal and temporary. In line with the regulations of the Central Asian Joint Power System, extraordinary flow between power systems will be reimbursed in next settlement period.
