Uzbekistan considers increasing tax cashback for consumers

Tashkent, Uzbekistan (UzDaily.com) — The Tax Committee of Uzbekistan is considering the possibility of increasing tax cashback in case of business legalization. This was announced by the First Deputy Chairman of the Committee, Mubin Mirzaev, during a press conference on 1 April.

According to Mirzaev, the tax authorities are actively encouraging the use of cashless payments and striving to reduce the share of the shadow economy.

"Currently, one-third of taxes paid into the state budget are made through our payment systems (personal account, mobile app, and website). Our goal is to increase this figure to 60−70%," said Mirzaev.

Since October 2024, the country has implemented a mechanism for refunding part of the VAT for businesses in the catering, hotel, and tour operator sectors. The cashback amount ranges from 20% to 40% depending on the share of cashless payments in turnover.

If the measure proves successful, the authorities are ready to increase the tax cashback from the current 1% to 2% for other sectors as well.

The Ministry of Economy and Finance, in collaboration with the Tax Committee, is analyzing the potential impact of an increased cashback on business legalization. If the impact is positive, a relevant proposal will be submitted to the government.

Earlier, a draft presidential decree proposed to cancel the tax cashback for fiscal receipts paid in cash and raise it to 2% for cashless transactions.

In 2024, more than 1 trillion soums were refunded as cashback to Uzbek consumers. The largest amounts were received by consumers in Tashkent, totaling 412.2 billion soums. The total number of registered fiscal receipts exceeded 1 billion.
