Uzbekistan Approves Procedure for Childcare Payments to Single Working Parents
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has introduced a new procedure for providing financial assistance to single parents from low-income families who are officially employed, to cover the costs of kindergarten attendance. The decision was adopted by the Cabinet of Ministers on 31 July.
The payments, mandated by Presidential Decree UP-185, were scheduled to begin on 1 March 2025, and will be disbursed from the State Social Protection Fund in the form of subsidies.
Support is granted under a social contract to mothers and fathers who are officially employed and raising a child under the age of three attending a preschool institution of any form of ownership. The amount of assistance is set at up to 1.5 times the base calculation amount (618,000 soums).
The subsidy is provided for only one child under the age of three; however, in the case of twins, it is granted for each child.
Starting from 1 September 2025, parents will be able to apply for the subsidy in person at Inson Centers or public service centers, through a social worker, or online via the Unified National Information System for Social Protection (ENISZ) or the my.gov.uz portal.
Applications must include the applicant’s passport details, the child’s birth certificate information, a mobile phone number, and the banking details of a card issued by People’s Bank. Funds are transferred to the social cards of legal guardians, or to People’s Bank cards if no social card is available, no later than the 10th of the month following the reporting period.
It should be noted that social cards were first piloted in 2024 in Tashkent and the Yangiyul district, and their use has been expanded nationwide since 1 July 2025.
Financial assistance will not be granted if the family is not included in the low-income register, if the applicant is not officially employed, if the child has reached the age of three, does not attend kindergarten, or if assistance has already been granted for another child (except in the case of twins).
Payments will cease once the child turns three, if the family is removed from the register, if the applicant loses their job, if the child moves abroad for permanent residence, is placed under full state care, stops attending kindergarten, or in the event of the child’s death or a breach of the social contract.
