Uzbekistan approves new support measures for labor migrants abroad

Tashkent, Uzbekistan (UzDaily.com) — The Government of Uzbekistan has approved a new framework for providing subsidies, compensations, and loans to citizens working abroad under labor migration schemes.

The resolution “On Measures to Further Improve the System of Organized Employment of Citizens of the Republic of Uzbekistan Abroad” aims to enhance support and streamline services for labor migrants.

A key provision of the resolution is the establishment of a Pre-Employment Training Center, which will operate on a “one-stop-shop” basis. This center will facilitate access to essential information and services for those preparing to work overseas.

Under the new system, citizens registered in the Xorijda ish online platform and taking part in organized labor migration programs will be eligible for several forms of financial support:

Compensation of up to three basic estimaved values (BEVs) for successfully passing foreign language and/or professional qualification exams.

Visa fee reimbursement of up to five BEVs.

Flight ticket reimbursement of up to two BEVs.

Teachers whose students earn the highest number of international language certificates at level B1 or higher (in English, German, Japanese, or Korean) will each receive a reward of 50 million soums, with a total of 50 teachers to be awarded.

Microloans of up to 10 million soums will be available for citizens traveling to developed countries for temporary employment through official channels. These loans, with terms of up to two years, will be issued by commercial banks at a rate 4% above the Central Bank’s base rate.

To enhance social protection, one-time financial assistance for migrants in difficult situations abroad has been increased from two to five BEVs. Additionally, temporary housing costs in hostels will be reimbursed in the amount of US$300 to US$500 for those left without accommodation.

Labor migrants will also be eligible for insurance premium reimbursement up to 300,000 soums for life, health, and other risk insurance policies.

Healthcare support has been expanded: funding for treatment of severely ill or injured migrants will rise from US$1,000 to US$1,500. Moreover, women in difficult circumstances abroad and their underage children will be repatriated to Uzbekistan free of charge.

These comprehensive measures mark a significant step toward improving the well-being of Uzbek labor migrants and their families, while promoting organized and safe employment abroad.
