Uzbekistan and Russia’s Ombudsmen Agree to Strengthen Joint Protection of Citizens’ Rights
Tashkent, Uzbekistan (UzDaily.com) — The Authorized Person of the Oliy Majlis for Human Rights (Ombudsman) Feruza Eshmatova met with a delegation from the Russian Federation led by Human Rights Commissioner Tatyana Moskalkova.
According to the Ombudsman’s press service, the talks focused on strengthening cooperation in the field of human rights protection. Key topics included mechanisms for reviewing citizen appeals, the prevention and elimination of torture, the protection of the rights of individuals in penitentiary institutions, the creation of favorable conditions for persons with disabilities, and safeguarding the rights of migrants.
Special attention was given to the large-scale human rights reforms underway in Uzbekistan. It was emphasized that the strengthening of the Ombudsman’s legal framework, its transformation into an independent and effective body focused on the population, and the introduction of electronic platforms and mobile applications have significantly increased the effectiveness of rights protection. These steps, it was noted, enhance the authority of the institution both domestically and internationally.
It should be recalled that in 2019, the Ombudsmen of Uzbekistan and Russia signed a Memorandum of Cooperation. Within its framework, the Uzbek side has repeatedly sent delegations to Russia to review the appeals of compatriots residing in the country or held in local penitentiary institutions, and, in collaboration with the Russian Ombudsman, provided them with practical assistance.
During the current meeting, it was noted that the joint review of citizen appeals has proven to be an effective practice. In the second quarter of 2025 alone, the Human Rights Commissioner of Uzbekistan received 87 appeals from foreign Ombudsmen and citizens living abroad, 38 of which concerned the Russian Federation.
In turn, seven appeals were sent to the Russian Ombudsman on behalf of Uzbek citizens residing in Russia, the majority of which were successfully resolved.
The cooperation between the two institutions continues to facilitate the prompt resolution of pressing issues and the protection of citizens’ rights beyond their home countries.
