Uzbekistan and Russia discuss cooperation in financial sphere
Tashkent, Uzbekistan (UzDaily.com) -- A delegation of financial services of Russia arrived in Uzbekistan on 5 March. The delegation included representatives of the Ministry of Finance, the Federal Tax Service, the Federal Customs Service and other organizations.

On 5 March 2018, a meeting of working groups was held within the framework of the Russian-Uzbek financial dialogue in Tashkent.

Dialogue between specialists of ministries was organized in several directions. In particular, working groups have been set up in such areas as studying the Russian experience of reforming in the field of taxation and customs legislation, as well as in other areas relating to the mutual interests of the two ministries.

During the meetings, Russian colleagues made presentations on such issues as general characteristics of the tax system of the Russian Federation, taxation of small and medium-sized businesses, personal income tax, value added tax, a review of the activities of the Federal Tax Service of Russia, property taxation, the practice of forecasting fiscal revenue ; customs system, experience of reform, planning of customs revenues; administration of customs payments, interbudgetary relations at the federal and regional levels, as well as other issues within the framework of the bilateral dialogue.

The sides exchanged information on the state of national economies, development of Russian-Uzbek relations and outlined the prospects for cooperation in the financial sphere. The Uzbek side stressed the need for structural reforms to achieve sustainable economic growth, drawing, in particular, on the positive Russian experience.

In the field of tax reforms, the Russian side shared the experience of improving the client-oriented approach in working with taxpayers, as well as developing and implementing a corporate style of tax authorities. The readiness was expressed to formulate recommendations on improving the legislation of the Republic of Uzbekistan on the development of a regulatory and legal framework for the introduction of a cadastral valuation of land and real estate, and improving state financial control.

In the sphere of the customs system, an exchange of views took place on the issue of administering customs payments. The Russian side shared experience in regulating the payment and collection of customs payments in the Russian Federation, as well as in the Eurasian Economic Union.

Within the framework of the discussion of the problems of interbudgetary relations, the Ministry of Finance of Russia shared its experience in the gradual transfer of budgetary authority, as well as the implementation of measures aimed at increasing the revenues of local budgets and increasing the interest of local authorities in expanding the taxable base.

Participants of the meeting discussed in detail the further ways of mutually beneficial cooperation and on the basis of mutual interests prepared a roadmap for further expansion of cooperation. The implementation of the measures envisaged by the road map will ensure closer and more constructive cooperation between the finance ministries of the two countries.

The signing of the road map is envisaged at the meeting of the finance ministers of the two countries, which will be held on 6 March 2018.

The meetings of the working groups in the framework of the bilateral financial dialogue are continuing.
