Uzbekistan and Japan discuss issues of cooperation within the framework of the Joint Financing Mechanism

Tashkent, Uzbekistan (UzDaily.com) -- As part of the JCM Global Cooperation meeting held in Tokyo, senior officials of the Ministry of Economy and Finance of Uzbekistan held discussions with Japanese organizations and government representatives on further expanding cooperation on Joint Financing Mechanism (JCM) projects.

During the JCM Global Cooperation meeting, an agreement was reached on cooperation in several areas.

In particular, the Ministry of Economy and Finance of Uzbekistan and the Overseas Environmental Cooperation Center Japan (OECC) agreed to establish cooperation on international trade in greenhouse gases in Uzbekistan. Representatives of the OECC expressed their readiness to provide technical assistance to Uzbekistan in this direction.

As part of the agreements, Japan will provide assistance in training national independent auditors (verifiers) who verify greenhouse gas trade in Uzbekistan.

The OECC will also hold events to improve the capacity of specialists from the ministry and departments to create a green economy and trade in greenhouse gases.

Together with the Japanese Institute for Global Environmental Strategies (IGES), based on Japanese practice and experience, a methodological manual will be developed for calculating the volume of national greenhouse gas emissions (National Emission Factor) of Uzbekistan.

In order to speed up work in Uzbekistan in these areas, an agreement was reached to attract Japanese specialists.

Ministry employees held negotiations with representatives of the Global Environment Center Foundation (GEC) of Japan on the procedure for implementing JCM projects and the types of their financing.

The parties agreed to cooperate on the integration of the JCM online platform with the Green Economy online platform of the Ministry of Economy and Finance, as well as to organize seminars aimed at increasing the capacity of private sector representatives to implement JCM projects and the financial assistance provided within the JCM.

The delegation of Uzbekistan held a meeting with representatives of the Ministry of Economy, Trade and Industry of Japan (METI), the Ministry of the Environment (MEOJ) and the Ministry of Agriculture, Forestry and Fisheries (MAFFJ). At the meeting, issues of accelerating cooperation between Uzbekistan and Japan within the framework of JCM projects and attracting Japanese support in these issues were discussed.

Also during the meeting, representatives of Uzbekistan proposed, based on the experience of Tokyo and the introduction of the “Tokio Cap and Trade system,” to establish cooperation to develop “green” urbanization, reduce traffic, improve the environmental condition, and also improve the energy efficiency of buildings in Tashkent.

At the end of the meeting, the parties agreed to consider issues of establishing cooperation between the administrations of Tashkent and Tokyo in order to develop cooperation on the above issues
