Uzbekistan and ADB launch PPP program for hospital management

Tashkent, Uzbekistan (UzDaily.com) — The Asian Development Bank (ADB) will provide advisory support to the Ministry of Health and the Ministry of Economy and Finance of Uzbekistan in implementing a Public-Private Partnership (PPP) program for the operation and management of highly specialized hospitals in Tashkent.

The initiative aims to transform five specialized hospitals into modern, patient-centered institutions. Under this long-term PPP, experienced private operators will be involved in managing these facilities, taking responsibility for organizing clinical services and administrative management. Special emphasis will be placed on improving the quality of medical care, operational efficiency of hospitals, and patient treatment outcomes while maintaining service accessibility.

“This program demonstrates how PPPs can deliver inclusive results in Uzbekistan’s healthcare sector,” said Kanokpan Lao-Araya, Director of ADB’s Resident Mission in Uzbekistan. According to her, the project also seeks to strengthen institutional capacity in managing results-oriented partnerships and aligns with ADB’s Partnership Strategy with Uzbekistan for 2024–2028.

The program is consistent with Uzbekistan’s Health Sector Development Concept for 2019–2025, which envisions expanding private sector participation and enhancing the quality of medical services. It also reflects the country’s course toward public service reform, strengthening fiscal sustainability, and improving human capital indicators.

Deputy Minister of Health Farhodzhon Tashpulatov noted that involving the private sector in managing national specialized institutions marks a new phase in transforming the healthcare system. Meanwhile, Deputy Minister of Economy and Finance Ilhomjon Umrzakov emphasized the importance of PPPs within the strategy to increase public spending efficiency and improve service quality for the population.
