Uzbekistan adopts measures to strengthen notary institute
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan passed a draft law in the first reading, which is directed at strengthening notary institute.

MPs reviewed the draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with improvement of activity of justice bodies and establishments” at their session on 22 June.

The document was developed based on the presidential decree “On measures on further improvement of notary institute in Uzbekistan” from 5 May 2010. In line with the decree, private notary institute was abolished in Uzbekistan.

The draft law envisages changes and amendments to Code of Uzbekistan on Administrative Responsibility, Civil Code, Civil Procedural Code, Family Code, Tax Code and Law “On notary”, Law “On civil self-governing bodies” and other acts.

The law expands notion of notary institute as institute of preventive justice, which should ensure, protect and secure rights and interests of individuals and legal entities.

The document envisages to improve requirements notary officers in order strengthen cadres with private and skilled specialists. It stipulates to introduce system of mandatory improving skills of notary officers.

It also sets administrative responsibility for non-submission to notary officers information and documents, which are required to carry out notary action, as well as for any barriers, which prevent notary officers to conduct their liabilities.

MPs underlined that the draft law is directed at strengthening notary institute and protection of interests and rights of individuals and legal entities, as well as rendering qualified legal entities. The document was passed in the first reading.
