Uzbekistan abolishes institute of private practicing notaries
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a decree on abolishment of the private practicing notaries system in the country from 15 May 2010.

The decree “On measures on further improvement of notary institute in the Republic of Uzbekistan” from 5 May 2010 said the measure is aimed at further improving institute of notary, increasing its role in protecting rights and interests of citizens.

The document said the notary institute plays key role in protecting right of citizens and legal entities, which should ensure legality of deals and prevent conflict situations. Uzbekistan created necessary legal base of the activity of notaries.

In line with the document, the current notary system envisages operation of both public and private notaries, but it does not assist for full implementation of their tasks.

The document said study of private notaries work revealed negative trends, which discredit notary institute. Serious violations of the legislation and abuse of power were revealed. The document said there were also criminal situations in some private notaries.

The document said, about 110 private notaries violated laws in last two years and they were call to account. In the result, 49 notaries lost their licenses and 61 notaries were attracted to disciplinary and criminal proceedings.
