Uzbek, Turkmen presidents sign joint statement
Tashkent, Uzbekistan (UzDaily.com) -- President of the Republic of Uzbekistan Islam Karimov paid an official visit to Turkmenistan on 1-2 October at the invitation of President Gurbanguly Berdymuhamedov.

President of two states held negotiations, which were held in warm and friendly atmosphere, mutual understanding. The sides exchanged opinion on the Uzbek-Turkmen relations, regional and international issues of mutual interest. In the result of the talks, two leaders signed a joint statement.

The Presidents welcomed gradual development of bilateral relations and noted that Turkmenistan and Uzbekistan are linked with firm friendship, good neighborhood relations, as well as constructive cooperation. They expressed satisfaction with intention of two states to develop and improve mechanisms of inter-state and inter-governmental interaction to ensure effective realization of earlier reached agreements.

Discussing actual international issues, two leaders underlined mutual intention to assist to strengthening peace and stability, establishment of trust and mutual understanding in regional and international levels. In this context, heads of state noted need of close cooperation of two states within large international organizations, first of all within the United Nations, in which both are members.

The sides confirmed importance of raising role of the UN and its agencies as universal tool in solving global issues, ensuring sustainable development, strengthening security and stability in the world.

Presidents acknowledged necessity for further expanding cooperation in fighting terrorism, illegal drug turnover, trans-boundary organized crime and other threats and challenges.

Turkmenistan and Uzbekistan expressed their interest in speedy settlement of situation in Afghanistan and positively rated contribution of two states in rehabilitation of economy of Afghanistan. The sides underlined initiatives of two states directed at settlement of conflict and social-economic rehabilitation of Afghanistan.

The heads of states noted necessity to consider issue of use of water resources of transboundary rivers in Central Asian on generally accepted norms and principles of international law, taking into account interests of all states in the region.

Turkmenistan and Uzbekistan, as signees of the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes from 1992, underlined that any actions, which can impact to natural flow of transboundary rivers in the region, including construction of new large hydraulic works, could not be conducted without agreement of all interested sites.

Heads of state expressed need for further development of various forms of cooperation and improve practice of bilateral political consultations.

Discussing trade-economic relations, President said interaction in this area is important and expressed intention to strengthen economic partnership based on principles of equality and mutual benefit.

The sides noted sustainable growth of the volume of mutual trade, which significantly rose in last several years. They deemed it expedient to create favourable conditions for all forms of goods exchange, industrial and scientific-technical cooperation, creation of joint ventures and establishing direct contacts among business entities of two countries. In this connection, the sides are planning to undertake measures to expand legal framework for bilateral economic cooperation.

For further expansion of trade-economic cooperation between two countries will help signed agreement between Uzbekistan and Turkmenistan on economic cooperation for 2013-2017 and Intergovernmental agreement on mutual supplies.

The heads of states expressed satisfaction with the results of the session of the joint Turkmen-Uzbek commission on trade-economic, scientific-technical and cultural cooperation on 3-5 September 2012 and affirmed mutual readiness to implementation of its decision.

Presidents stated their intention jointly in cooperation with other interested sides to encourage implementation of projects on regional and inter-regional cooperation, especially in such sectors as transport and transit, telecommunication, energy, use of natural resources, protection of environment. Turkmenistan and Uzbekistan also will cooperate in above mention areas on bilateral basis.

The sides expressed readiness to boost cooperation in transport communication. It was noted that implementation of project Navoi-Turkmenbashi-Baku-Tbilisi-Kars is important and use of which will ensure entry to international markets.

It was noted that it is important of mutual support to expand transit potential of two states within the international transport corridors.

Presidents expressed mutual interest in development of cooperation in humanitarian area, strengthening ties in culture, science, education, art, tourism and sport.

The sides expressed their assurance that fruitful negotiations and signing of bilateral documents will help for further strengthening of traditional friendly relations between Uzbekistan and Turkmenistan.

President of Uzbekistan Islam Karimov expressed gratitude to his Turkmen counterpart Gurbanguly Berdymuhamedov, people of Turkmenistan for warm welcome and hospitability. He invited Gurbanguly Berdymuhamedov to pay an official visit to Uzbekistan in any convenient time. The terms of the visit will be agreed through diplomatic channels.
