Uzbek Tax Committee developing system to track personal income, including foreign earnings

Tashkent, Uzbekistan (UzDaily.com) — The Tax Committee of Uzbekistan is working on the creation of a unified database and IT system for the comprehensive tracking of personal income, including earnings from abroad. This was announced by Mubin Mirzaev, the first deputy chairman of the Tax Committee, during a press conference.

According to Mirzaev, the personal income tax department has already begun segmenting taxpayers. He noted that, considering the country's population of nearly 38 million people, over 18 million individuals are required to pay personal income tax.

As part of this effort, plans are underway to create specific categories for taxpayers with the highest incomes.

"We aim to segment this group and have developed measures to collect and pay taxes from high-income individuals. We are confident that we can form a complete database for their tracking," he added.

Mirzaev also stated that the new system would eliminate the possibility of underreporting, concealing, or altering income data. The improvement of the IT system is expected to take about a year.

The tracking system will also account for income earned by citizens abroad, with due consideration for double taxation avoidance principles. "If a resident of Uzbekistan earns income in another country, they are required to pay taxes in Uzbekistan. If they are a non-resident who has already paid taxes in another country, we will consider this data. Under current legislation, we will establish a system for comprehensive personal income taxation," explained Mirzaev.

He also pointed out that many individuals, including artists, either fail to file their tax returns or do not report all their earnings. In such cases, tax authorities will have the right to reassess and collect taxes based on available data.

"All information regarding personal income will be collected in the Tax Committee’s database, from which calculations and tax collections on previously unpaid earnings will be made. This will take at least a year," he stated.

Mirzaev added that the strengthening of mandatory income declaration procedures will primarily affect government employees and individuals who earn additional income beyond their salary.
