Uzbek state bodies to cooperate with mass media
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan will introduce changes and amendments to Law “On mass media”, Law “On principles and guarantees of information freedom” and some other legislative acts in order to create effective legal mechanisms directed at deepening role of mass media in ensuring public and parliamentary control over activity of the state bodies.

These changes and amendments will envisage complex measures on boosting activity of information services of state and public bodies, as well as media structures. This included to Concept on further deepening democratic reforms and formation of civil society of Uzbekistan, announced recently by Uzbek President Islam Karimov at joint session of Legislative Chamber and Senate of Oliy Majlis.

Besides, the concept says it is necessary to develop legal mechanism on decreasing review period of mass media addresses for receiving information, strengthen administrative responsibility of legal entities and officials for violation of legislation on access to information and other measures.

It is necessary widely use modern information-communication technologies, which is playing more important role, in system of the state and public construction.

As Uzbek President said, further improvement of the law “On telecommunications”, development of the State Programme on transfer to digital television broadcasting, directed at forming infrastructure for digital broadcasting, and effective system on legal regulation of broadcasting activity with use of digital format could solve these tasks.

Experts noted that implementation of these measures will help to strengthen role of mass media in civil society institute, full implementation of constitutional rights of citizens for speech and selection freedom.

For last ten years, Uzbekistan implemented a complex of measures on ensuring speech freedom, liberalization of mass media. Uzbekistan created legislative base for development of mass media. In this period, Uzbekistan adopted about 10 legislative acts directed at ensuring effective functioning of information environment, dynamic and free development of mass media.

Uzbekistan became one of the first countries of the CIS, which started to implement digital television broadcasting. The country started to introduce digital television broadcasting in 2007 with pilot zones in Tashkent and Bukhara. Uzbekistan plans fully complete transfer to digital broadcasting television by 2015.

New digital television transmitters are being installed in Samarkand, Andijan, Kashkadarya and Karakalpakstan, which will provide 12 channels to population, including four state and popular foreign channels. It is planned in future the number of channels will increase three times up to 36.
