Uzbek President signs law to amend Constitution
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a law “On amendments and additions to certain articles of the Constitution of Uzbekistan (article 78, 80, 93, 96 and 98)” on 18 April 2011.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 4 March 2011 and Senate approved it on 25 March 2011.

The law was prepared in accordance with the legislative initiatives outlined in the speech of President Islam Karimov “The concept of deepening democratic reforms and formation of civil society in the country” at the joint session of both chambers of the parliament on 12 November 2010.

The document is aimed at further democratization of the state power and management, ensuring a more balanced distribution of powers among the three subjects of state authority: President as head of the state, legislative and executive branches, as well as strengthening the role and influence of political parties in the implementation of socio-economic and socio-political reforms, renewal and modernization of the country.

The law introduces changes to article 98 of the Constitution, which will regulate appointment of Prime Minister. In line with changes, candidacy of Prime Minister will be proposed by the part or parties, which won the most seats in the Legislative Chamber of Oliy Majlis of Uzbekistan. This will strengthen role of parliament and political parties in modernization of Uzbekistan.

The law also introduces the vote of no confidence to the Prime Minister. In line with the changes, the parliament can announce the vote of no confidence to the Prime Minister if there are contradictions between the sides. At the same time, it says that two third of votes of Legislative Chamber and Senate should be collected to announce the vote of no confidence. After that, President of Uzbekistan will adopt decision on firing Prime Minister. The government will resign along with the Prime Minister. This new rule significantly increases the role of fractions of political parties and the parliament in addressing critical national issues, and expands the powers of the Oliy Majlis in the system of state authority.

The document also introduces the changes and additions to the paragraph 15 of the first part of article 78 of the Constitution, under which the chambers of Parliament are entitled to hear the report of the Prime Minister on urgent issues of socio-economic development of the country. This significantly expands the possibilities of the parliamentary control over the activities of the executive branch, and will become an important factor in increasing the effectiveness of the activity of the deputies and fractions in promoting the interests of their constituents in addressing the pressing social and economic issues.

In line with changes to the Constitution, the decrees of the President of Uzbekistan on appointment and resignation of chairperson of Accounts Chamber is approved by Senate. The law also eliminates issues in line with which President could adopt decisions on issues, related to the jurisdiction of the government.

The Uzbek leader also signed a law “On introduction of changes and amendments to some laws of Uzbekistan in connection with adoption of the law “On amendments and additions to certain articles of the Constitution of Uzbekistan (article 78, 80, 93, 96 and 98)”.
