Uzbek parliament calls Government to speed up reforms
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber and Senate of Oliy Majlis of Uzbekistan found the work of the government on reforming the country as unsatisfactory and recommended to speed up reforms.

On 15 July 2011, Prime Minister of Uzbekistan Shavkat Mirziyayev presented a report “On programme of measures, realized by the government on further deepening democratic market reforms and liberalization of economy, as well as implementation of the state programme “The Year of small businesses and private entrepreneurship”.

The parliament adopted a joint resolution “On report of Prime Minister of Uzbekistan Shavkat Mirziyayev “On programme of measures, realized by the government on further deepening democratic market reforms and liberalization of economy, as well as implementation of the state programme “The Year of small businesses and private entrepreneurship”.

Parliament underlined that the work of the government on further promotion of market economy reforms and modernization is not meet requirements, set by the Concept on further deepening democratic reforms and formation of civil society.

Parliament also underlined that the State Programme of the Year of Small Business and Private Entrepreneurship, approved this year, realized with delays.

The resolution of parliament said that this is first of all related to improve work on reforming economy, improving and liberalizing economy management system, strengthening rights of private property, create system of their reliable protection.

The document said that it is necessary to abolish all barriers for development of private sector, which is foundation of market economy, and ensure execution of adopted legislative acts, which would abolish bureaucratic barriers, expand private sector and improve role and share of small and private business in economy.

The document underlined that it is necessary stimulate private investors to all industries of economy and ensure that private sector occupy real economy, first of all, in industry and its leading sectors.

The resolution said illegal infringement of state and controlling bodies to financial-economic activities of businesses should be fully eliminated.

During the session, it was said that anti-crisis programme for 2009-2012 allowed Uzbekistan to resists negative consequences of global financial-economic crisis, as well as ensure high economic development trends.

Parliament members also expressed their worried with growing state debts and budget deficit in many countries, as well as increasing money volume in the financial market, which they say will impact economy of Uzbekistan as well.

In this context, Parliament expressed concern with slow structural reforms of economy and realization of high technologic production, as well as introduction of innovative technologies.

The resolution said that serious attention should be paid to diversification of economy. Parliament members noted that delays in implementation of investment projects on modernization of capacities should not be allowed.

Parliamentarians expressed their concern on quality of locally made products, especially, consumer goods. Some 10% of produced goods, including furniture, cotton fabrics, food products, are stored in warehouses of the enterprises.

The document said that products, which could be produced in Uzbekistan, are still imported. Among them are such products as air-conditioners, refrigerators, chemical threat, perfume and cosmetics, butter, toys and others.

Parliament expressed its worries with growing bill receivables and bills payables in many industries, as well as timely repayment of loans. Largest volume of bill receivable and bills payable accrued at enterprises of Uzbekneftegaz, Uzbekenergo, Uzkimyosanoat, which accounted 93.1% of bill receivables and 81.8% of bill payables.

Despite decreasing number of unprofitable enterprises, number of insolvent enterprises remains high. Largest of them fell to share communal enterprises, enterprises of Uzavtoyul, Uzbekenergo, Uzkimyosanoat. Tashkent Aircraft Construction Plant is in difficult financial situation and bankruptcy procedure has been started.

Oliy Majlis underlined that over 400 laws directed to further reforming, liberalizing and modernizing of economy were adopted in recent years. It was said the law-enforcing process should be improved in the country.

In the first half of 2011, over 169 illegal decisions of the state bodies were abolished and 742 officials were called to responsibility, 45 of them were fired and 100 were attracted to administrative responsibility.

To solve problems, Parliament recommended to the Government to determine complex of targeted measures and ensure systematic control over execution of tasks by local bodies, determined in the Concept of the President and State Programme for 2011.

The Government was offered to develop and introduce to the Legislative Chamber a proposal on establishing responsibility for officials for violation of legislation in economic sphere and realize measures, envisaged in legislation, on law enforcement by the state bodies, prevent red tape, formalism and corruption in their activity.

The Government was recommended to adopt measures for further strengthening and developing export potential, develop science intensive, high-technological and export oriented industry, ensure deep processing of raw material and production of competitive products with high added cost.

Parliament recommended to the Government to submit in the second half of 2011 additional proposals on decreasing list of licensed activities and permission procedures, strengthening responsibility of officials, etc.

The resolution also has recommendations to state bodies, including in places, Legislative Chamber and Senate of Oliy Majlis.
