Uzbek MPs unsatisfied with work of road construction bodies
Tashkent, Uzbekistan (UzDaily.com) -- Uzbekistan created a necessary legal base for ordering relations in road construction. In particular, Uzbekistan adopted a law “On automobile roads”, several decrees and resolution of the Uzbek President. They became strong foundation for the development of industry.

At the session of the government on social-economic development of Uzbekistan for 2010 and priority directions for 2011, Uzbek President Islam Karimov stressed that US$378 million were directed for construction and reconstruction of roads in 2010, which is 31.5% more year-on-year. He added that 270 km of roads were commissioned.

Taking into account importance of the industry in social-economic development of Uzbekistan, MPs of Legislative Chamber of Oliy Majlis of Uzbekistan carries out corresponding work.

On 5 May, the committee on industry, construction and trade of Legislative Chamber held session to discuss effectiveness of implementation of the law “On automobile roads” by Uzavtoyo’l in Syrdarya, Jizzakh and Kashkadarya regions.

MPs, representatives of the Cabinet of Ministers, ministers, departments and organizations, deputy governors of the regions, civil society institutes, experts and mass media participated at the event.

During the event, the participants familiarized with the control-analytical work over implementation of the law “On automobile roads” in several regions of Uzbekistan.

The session also presented materials of the committees of lower house of parliament related with activity of officials of the law.

MPs noted that Uzavtoyol and other ministries, departments and organizations are successfully implementing laws in places, but there are issues, which should be addressed.

Among shortages were that the list of roads of general use were made withour meeting modern requirements, norms and standards on road construction are not fully meet, control over quality of construction and reconstruction of roads does not meet requirements.

MPs underlined that the responsible organizations does not conduct state cadastre of general use of roads and they did not develop long-term programmes on developing transport infrastructure in regions, districts and cities. There are no norms and standards on street designing and no attention is paid to preparation of specialists for the sector.

The session also discussed issues on quality of road construction and reconstruction. It was said that these works are conducted by non-specialized organizations and in the result they are not ensuring quality of roads and the road security.

Representatives of responsible organizations and enterprises answered to the questions of MPs and said that they already adopted measures to solve problems in the sector.

At the same time, MPs said they were not satisfied with the implementation of the law “On automobile roads” by Uzavtoyol.

The participants developed recommendations and proposals on improving efficiency of the law implementation.
