Uzbek leader signs law to introduces changes to legislation on state symbols
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov signed a law “On introduction of changes and amendments to some laws of Uzbekistan on state symbols and Code of Uzbekistan on Administrative Responsibility” on 24 December 2010.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 18 November 2010, while Senate approved it on 3 December 2010.

The document is directed at improving order on use of the state symbols and envisaging introduction of changes and amendments to the laws “On State Flag of Uzbekistan”, “On State Emblem of Uzbekistan”, “On State Anthem of Uzbekistan”, as well as Code of Uzbekistan on administrative responsibility.

The law introduces changes and amendments to above mentioned document on state symbols, regulating cases on raising flags at buildings, halls, offices, military units, placing flag at aircrafts, license plates and others.

The law concretizes cases on placement of images of the state emblem at buildings, halls, offices, stamps and letterheads of documents of the state bodies, official publications of the state bodies, banknotes and others.

The law also introduces ban on use of image of flags and emblems in commercial purpose to promote goods, as well as including them to documents and advertisement materials of NGOs.

The document also obliged citizens of Uzbekistan put their right hand to heart during public performance of anthem, while serviceman and other persons in form should put their hand to head-dress.

In line with the law, individuals will be fined up to 3 sizes of minimum salary for the violation of the legislation on the state flag, state emblem and state anthem of Uzbekistan or Karakalpakstan, while officials from 3 to 7 sizes of minimum salary.

The document said for the repeat of violation within a year after administrative punishment, individuals will be fined from 3 to 5 sizes of minimum salary and officials from 7 to 10 sizes of minimum salary.
