The law was passed by the Legislative Chamber of Oliy Majlis of Uzbekistan on 12 August 2009 and approved by Senate on 17 December 2009.

The changes are directed at improving appointment and dismissal of officials of the Cabinet or its divisions.

In line with changes, President of Uzbekistan appoints and fires deputy ministers and chairmen of the state committees. The Uzbek leader also appoints and fires heads of other state bodies and their deputies, if other stipulated in the legislation.

Cabinet of Ministers will appoint head of the economic entities, created by the Government, in coordination with the Uzbek President.

Members of boards of the state bodies and other business entities, created by the Government, are appointed by the Cabinet f Ministers.
