Uzbek Prime Minister Shavkat Mirziyayev signed a resolution “On carrying out reconstruction of the Central part of Samarkand city and construction of Official Delegations Reception House in 2010-2012”.
In line with the document, the reconstruction will be carried out at the central part of Samarkand city at the border of University avenue, Mukumi street and projected street G-34, as well as construction of Official Delegations Reception House.
Engineering company Single Customer Service under the Samarkand regional administration was determined as the customer on objects.
Design-research Institute TashkentboshplanLITI will design reconstruction works at the area, located at the border of University avenue, Mukumi street and projected street G-34. Samarkand Obodonchiligi LLC was selected as general contractor.
Design-research Institute UzshaharsozlikLITI will develop project on construction of Official Delegations Reception House. The general contract of the project is Construction Union of the Department on Affairs of Presidential Office of Uzbekistan.
Samarkand regional administration will free territory for construction works and compensate damages in connection with withdrawal of their lands for state and public needs to citizens and legal entities in line with the legislation till 1 January 2011.
In line with the document, the citizens will receive apartments at four many-storied houses, which will be constructed Bustonsaroy, Mirzo Ulugbek and Beruni streets.
About 66% of apartments at these houses will be allocated to owners of houses, which located at reconstruction site. Other 34% of apartments will be given to Fonon Plast Story, Diapaz, UNR-703 Samhimstroy, and Samarkand Aroks Qurilish, which finance the construction works. They also attract loans of commercial banks.
The construction of projected street G-34 (1,000 meters) will be financed due to resources of National Road Fund under the Finance Minister of Uzbekistan, while construction of Official Delegations Reception House will be financed due to State Budget.
Expenses for demolition of houses will be covered due to local budget and construction of external engineering communications due to resources of Uzbekenergo, Uztransgaz, Uzbek Agency for Communication and Information Suvokava of Samarkand region.
The government recommended Asaka Bank, People’s Bank, National Bank of Uzbekistan and Uzpromstroybank to allocated loans through its local debarments to contractors, which were attracted to construction of objects, including the houses. The document said the loan interest rate cannot exceed refinancing rate of the Central Bank of Uzbekistan (14% APR).
