Uzbek government considers state budget for 2012
Tashkent, Uzbekistan (UzDaily.com) -- On 27 October 2011, the Government of Uzbekistan considered several important financial-economic and programme documents of development of the country in 2012, including forecasts of main macroeconomic figures, concept of tax and budget policy, draft project of the State Budget of Uzbekistan for 2012 and Programme of creating jobs and employment of population in 2012.

The government said in a statement that the session considered and approved proposals of central economic and financial establishments on forecast of macroeconomic figures for 2012, envisaging to keep sustainable high growth of gross domestic product (GDP), the volume of industrial output, agriculture production, capital investments, services, as well as inflation.

The concept of tax and budget policy and the draft project of the State Budget of Uzbekistan for 2012 envisages implementation of measures directed at ensuring further positive change in life standards of population, increasing the size of salary of budget workers, pensions, allowances, pensions, stimulating internal demand as important factor of sustainable economic growth of Uzbekistan in the context of global crisis.

The session discussed measures directed at further stimulating expansion of consumer goods production through prolongation of tax preferential, increasing budget provisions and off-budget resources to capital investments, expanding scale of road-construction works, construction of houses in rural areas, etc.

In order to further stimulate development of small businesses and private entrepreneurship in industry, it is planned to decrease single tax for microfirms and small businesses in the sector from 6% to 5%.

It was underlined that the concept of tax policy envisages to cut minimal rate of income tax to individuals by one percentage point and determine basic level of Single Tariff Scale and Industrial system of payment will help to increase real incomes for all group of workers.

Implementation of these and other stimulation measures, included to the concept of tax policy, will allow to decrease tax burden to economy by 0.7 percentage point.

Cabinet of Ministers of Uzbekistan approved forecast of macroeconomic figures, main direction of tax and budget policy, draft State Budget of Uzbekistan of 2011. It also adopted decision to direct them to Legislative Chamber of Oliy Majlis of Uzbekistan.

Taking into account importance and social significance of increasing employment, the government analyzed results of work directed at creating new jobs in 2011 and draft Programme of creating jobs and employment of population in 2012, which were developed in cooperation with MPs of People’s Deputies in places.

It was said that Uzbekistan created 815,500 new jobs in January-September 2011, including in rural areas – 512,400. The major part of jobs was created in construction, housing and communal services and domestic services for population, trade and catering, transport and communication.

The draft programme for 2012 stipulates creation of 967,500 new jobs across Uzbekistan due to modernizing production and creating new capacities, development of social and market infrastructure, small and private businesses, etc.

The draft project was approved and directed to the Oliy Majlis of Uzbekistan for approval. The session also approved measures on implementations of adopted decisions.
