The workshop was organized by the ITU Radiocommunication Bureau. The seminar was attended by specialists from the Communications Administration of the Republic of Uzbekistan.
More than 300 delegates representing 100 communication administrations from different countries, representatives of regional and international organizations, including the Regional Communications Commonwealth in the field of Communications, chairmen of ITU-R study groups, experts in the field of radio communications took part in the seminar.
The main purpose of the workshop was to review the status of work in regional organizations: the Asia-Pacific Telecommunication Union (APT), the Arab Spectrum Management Group (ASMG), the European Conference of Postal and Communication Administrations (CEPT), the African Telecommunication Union (ATU), the Inter-American Telecommunications Commission (CITEL), Regional Commonwealth of Communications (RCC)) and other international organizations in preparation for the Radiocommunication Assembly 2019 and WRC-19. Regional and other international organizations presented their positions on the agenda items of WRC-19, which were discussed by the participants of the seminar.
During the seminar, the 90th anniversary of the study group of the International Radio Consultative Committee (ICRC) / ITU Radiocommunication Sector (ITU-R) was celebrated. Speakers noted that this date is a strong argument in favor of worldwide cooperation in developing universally applicable regulations, standards and best practices that ensure the sustainable development of the wireless ecosystem for all countries without exception, as evidenced by the continuous increase in the number of wireless users over the last thirty years.
Innovative technical solutions using radio transmission lay the foundation for formation of a truly wireless world. Radio communication has penetrated all spheres of our life, ranging from personal devices such as mobile phones and radio-controlled watches, equipment for home and institutional networks, radio location systems used for navigation, intelligent transportation systems, smart cities, sound and television broadcasting, Earth image satellites and meteorological satellites, as well as emergency communication systems and disaster warning systems.
The seminar participants considered issues relating to: mobile and amateur services; aeronautical radionavigation, maritime and radiolocation services; scientific issues; fixed and mobile satellite services; regulatory and legal issues of the satellite service; as well as other issues on the agenda of WRC-19.
For each point of WRC-19, regional organizations, including the RCC (including Uzbekistan), reported their preliminary positions.
The seminar allowed to determine the degree of preparation of regional organizations for WRC-19, to see their positions on the agenda items of WRC-19, the differences on them, possible ways of their convergence.
The seminar participants noted that the holding of such workshops is timely, as it allows ITU specialists and all countries of the world to exchange experience and use the materials received as a result of the work in preparation for WRC-19.
