Uzbek Authorities Announce Strict Oversight of the Sea Breeze Uzbekistan Project

Tashkent, Uzbekistan (UzDaily.com) — Several government agencies have issued official statements regarding the implementation of the Sea Breeze Uzbekistan investment project in the Bostanlyk district of Tashkent region.

The Ministry of Ecology, Environmental Protection and Climate Change stated it will maintain continuous oversight to ensure compliance with environmental standards during the project’s implementation.

Special attention will be given to identifying factors that could lead to air pollution, inefficient use of natural resources, or threats to public health and safety. The ministry emphasized that environmental protection remains an unconditional state priority and expressed readiness for open dialogue and public engagement.

The Ministry of Water Resources assured that the Charvak Reservoir remains fully under state control. All wastewater will be diverted outside the coastal area into a centralized treatment system, fully excluding the possibility of it entering the reservoir.

Construction will take place beyond the water protection zone, in strict compliance with sanitary and hydrotechnical regulations.

The ministry stressed its commitment to interagency monitoring and to promptly addressing any violations, noting that ensuring the population’s access to safe drinking water remains a top priority.

Meanwhile, the Prosecutor General’s Office of Uzbekistan announced that, in accordance with a Cabinet of Ministers resolution, it is carrying out systematic prosecutorial supervision over the project’s implementation.

All permits, land lease agreements, and environmental assessments are undergoing legal review. The oversight extends to all stages of the project, with strict legal measures to be taken in the event of violations.

The office underlined that the project will proceed strictly within the framework of the law, ensuring the protection of public and state interests.

The Sea Breeze Uzbekistan project was presented to President Shavkat Mirziyoyev in December 2024. It envisions the creation of a year-round resort covering 500–700 hectares, with recreation areas, hotels, housing, schools, a water park, and supporting infrastructure.

However, the project has faced a wave of public criticism. Activists have voiced concerns over restricted access to the reservoir, increased pressure on infrastructure, and potential damage to the Charvak ecosystem.
