Within the program of the mission, Ms. Simpson conducted training on “Curriculum Development, Trainee Monitoring and Evaluation” for the instructors of the Center and the related Higher Education Institutions involved in the professional training of public finance specialists. The mission was organized with the support of the United Nations Development Programme “Public Finance Reform in Uzbekistan” Project in partnership with the Ministry of Finance of the Republic of Uzbekistan
In recent years the Government has initiated public finance reform to enhance theeffectiveness and transparency of public finance expenditures. To advance with the implementation of the above mentioned initiative, the Ministry of Finance of the Republic of Uzbekistan has adopted a strategy on reforming the public finance system management for the period of 2008-2018. Within the framework of this strategy, implementation of treasury execution of the budget, introduction of a new system of public sector accounting, development and implementation of mid-term budget strategy and performance based budgeting methodology, as well as the introduction of a complex electronic system in public finance institutions are envisaged.
In order to ensure the effectiveness of the reforms, it is essential to improve the system of training, re-training and enhancement of the qualification and skills of the specialists of the Ministry of Finance, professional and teaching staff of educational institutions of higher and secondary education, engaged in the these reforms.
In this regard, the UNDP “Public Finance reform in Uzbekistan” project is providing assistance to the enhancement of the capacity and qualification of trainers currently employed by the Training Center under the Ministry of Finance. The visit of the international consultant was undertaken as part of this assistance.
During her mission Mr. Simpson was familiarized with the activities of the Training center under the Ministry of Finance related to curriculum development, as well as provided recommendations on enhancement of both the existing and introduction of few curriculum and training programs.
At the same time, Ms. Simpson conducted trainings on curriculum development for training programs, including the development of educational plans and modules, introduction of various stages of evaluation and control methodology for tracking the progress of trainees as well as the quality issues of the teaching being provided, design and administration of questionnaires and tests aimed at the evaluation of trainees’ academic progress. Over the course of the mission, the Training Center leadership and Ms. Simpson engaged in a discussion of the Center’s development prospects, the issues of increasing the effectiveness of teaching quality management tools, as well as the necessity of training needs identification.
