The Strategy of the digital future of the tax system of Uzbekistan adopted

Tashkent, Uzbekistan (UzDaily.com) -- On 5 June 2020, a resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 359 “On additional measures for the widespread introduction of modern information and communication technologies in tax administration” was adopted.

The document defines the Strategy for the Development of Information and Communication Technologies of the State Tax Committee. This was reported by the press service of the State Tax Committee.

It envisages such tasks as the modernization of the data center and telecommunication applications, the acquisition of servers and software, the transfer of the complex of information systems to a single platform, the improvement of the quality of electronic government services, the operational processing of big data. As a result, additional revenues of up to 20 trillion soums are expected.

This document is intended to solve a number of existing problems of the system related to the exchange of information, including:

- insufficient amount of available information base;

- server load by 90%;

- an increase in the need to increase the speed of the corporate network with an increase in the number of electronic services by 3.8 times and electronic systems by 2.5 times;

- load on the big data database as a result of the integration of various information systems;

- lack of a single platform

As a result of the modernization of the data center:

- 10 times faster processing and data analysis;

- the level of ensuring the confidentiality of database information will increase by 100%, the ability to protect against external threats, as well as safe and reliable data storage, will expand;

- the volume of the information base will increase to 1 Petabyte.

The implementation of Business Intelligence and Big Data technologies has been introduced as one of the main objectives of the Strategy.

As a result of the introduction of these technologies:

- expand systems for big data processing and analysis;

- the level of “shadow turnover” will decrease and the tax base will increase;

- an opportunity is created to study market conditions as a result of processing data generated through centralized systems, analyzing the market prices of goods and services;

- there will be an opportunity to engage in the processing and analysis of data from 50-60 percent of employees.

Transfer of tax systems information systems to the full complex of a single platform:

- optimizes data entry, collection, analysis systems;

- prevent the load on the database;

- facilitate the process of taxpayers reporting 5-7 times;

- reduce human factor interference by 60%;

- It will create the possibility of creating a completely new system of tax administration and control, in particular, the application of preventive measures to prevent corruption flows.

Automation of business processes in tax administration will reduce the total time spent on business processes by 20-30%.

By creating Case Management systems, Case Assessment Systems, which are provided for in the Strategy for the Development of the Information and Communication Technologies of the State Tax Committee, the tax system will be improved by conducting a tax audit in an automatic form, monitoring, using data and analysis in real time.

An increase in the number of electronic public services provided to taxpayers and their mobile applications will reduce (reduce) the human factor in relations with tax system employees by 60 percent. This will not only prevent corruption, but also dramatically reduce paperwork.

This resolution also provides for an increase in the number of information exchange systems of tax authorities with other ministries and departments. These measures will serve to expand the tax base due to the speed of receipt, the quality of analysis of a large amount of information received by tax authorities from taxpayers in electronic form.
