Tashkent, Uzbekistan (UzDaily.com) -- As part of parliamentary control, the state of work carried out in Tashkent region to develop entrepreneurship and attract investment was studied, and the results were discussed at the fiftieth plenary meeting of the Senate.

It was noted that several positive results have been achieved in the development of entrepreneurship and attracting investment in Tashkent region.

In particular, as a result of the launch of 763 projects within the framework of investment programs, 23,296 new jobs were created, foreign direct investment and loans were disbursed in the amount of US$901.3 million.

The number of active business entities was 61 thousand, of which 38 thousand were business entities (legal entities), 23 thousand were individual entrepreneurs.

The region has created conditions for the population to engage in entrepreneurial activities, as a result of which high indicators have been achieved in Akhangaran, Tashkent and Zangiata districts.

In total, within the framework of family business development programs, 30,063 business entities were allocated 743.5 billion soums of loan funds.

At the same time, senators drew attention to the presence of some shortcomings and problems.

In particular, due to the fact that the problems impeding the activities of the entrepreneur, including the provision of buildings and structures with the necessary engineering and communication networks, as well as disputes over the allocation of land, buildings and loans to business entities and regarding the payment of taxes, have not been resolved, the number business entities operating in the region as of 1 December 2023 decreased by 9.4 thousand compared to the corresponding period in 2022.

The number of small businesses not operating in the region is almost 20 thousand; compared to the corresponding period in 2022, this figure increased in Parkent, Urtachirchik districts, the city of Bekabad, Pskent and Kuyichirchik districts.

In addition, out of 218 vacant plots with an area of 88.1 hectares of land put up for online auctions for business activities (not intended for agriculture), in only 428 cases authorized organizations violated the deadlines for approval or issuance of an opinion.

In addition, during inspections carried out by regional control authorities, 58 cases of violation of the law were identified, including 21 cases of illegal inspections and 37 violations of the inspection procedure. Thus, despite the fact that control was established over the procedure and deadline for consideration of applications received through the information portal “Virtual Office of the Entrepreneur,” the deadline for consideration of 21.9 percent (126) of applications was violated.

When analyzing applications received by district (city), in relation to the number of entrepreneurs, the number of applications increased in Pskent, Bukinsky districts and the city of Akhangaran.

During the meeting, the senators pointed out to the responsible ministries and departments the shortcomings in the region in developing entrepreneurship and attracting investments, and therefore a number of proposals were made to improve the business environment, simplify existing requirements and procedures in the field of entrepreneurship.

At the same time, the corresponding resolution of the Senate approved the “Road Map”, developed to eliminate existing problems and shortcomings in terms of developing entrepreneurship and attracting investments in the region.
