Tashkent, Uzbekistan (UzDaily.com) – On 27 – 29 September 2023, the Second International Central Asian Road Conference was held in Tashkent.

The grand opening and the conference as a whole were led by the country’s famous presenter Nodirkhon Muhammedkhanov, who introduced the members of the conference presidium, who delivered greetings to the participants of the events. Representatives of the Cabinet of Ministers of the Republic of Uzbekistan and the Ministry of Transport of the Republic of Uzbekistan spoke. On behalf of the CIS Executive Committee, the conference participants were greeted by Ilkhom Tuychievich Nematov, Deputy Secretary General of the CIS. Buri Bachabekovich Karimov, Chairman of the Intergovernmental Council of Road Workers, Honored Transport Worker of the Russian Federation, Doctor of Technical Sciences, also delivered a welcoming speech. Professor.

Chairman of the Intergovernmental Council of Road Workers Buri Karimov presented international awards of the Intergovernmental Council of Road Workers and the International Association of Trade Unions of Transport and Road Workers to leading production workers and heads of road administrations of Uzbekistan for many years of fruitful work.

After the grand opening, a tour of the exhibition exposition took place, where new technologies, materials and equipment for the road industry were presented to leaders of the road industry and all participants.

The Second International Central Asian Road Conference was divided into 4 sessions.

The first session was dedicated to the road industry of the Republic of Uzbekistan, reforms and financing being carried out in the Republic. The prospects for the construction of toll roads under the PPP (PPP) were also discussed.

During this session, reports were presented by: First Deputy Chairman of the Committee on Highways under the Ministry of Transport of the Republic of Uzbekistan Shukhrat Nazarov on the topic “The highway network of the Republic of Uzbekistan: status, prospects and development.”

Then the Representative of the Committee on Highways under the Ministry of Transport of the Republic of Uzbekistan Oybek Abdunazarov spoke, who spoke about the financing of the main road arteries of the Republic by international banks.

Representative of the Committee on Highways under the Ministry of Transport of the Republic of Uzbekistan Farhod Kuljonov spoke about toll roads and prospects for the development of PPP projects in the Republic.

Information on the procedure and prospects for introducing new technologies in the road industry of the Republic of Uzbekistan was presented by the Director of the Unitary Enterprise “Automobile Research Institute” Otabek Ismailov.

Chairman of the Kazakhstan Association of Professional Engineers and Consultants Ulan Alipov spoke about the activities of the representative of Kazakhstan in FIDIC.

The topic of the speech by Larisa Belousova, Development Director of the Association of Road Builders of the Republic of Uzbekistan, was “Road construction industry of Uzbekistan: Reforms as prospects for private business. Project Management and FIDIC".

The second session was devoted to improving the quality of asphalt concrete pavements, at which 8 presentations were presented.

The main experts of the two sessions were Tursunov Jamshid Yunusovich - Chairman of the Committee on Roads under the Ministry of Transport of the Republic of Uzbekistan and his first deputy Shukhrat Nazarov, as well as other guests - road professionals.

On the second day of the conference, two more sessions were planned: “Improving the quality of bitumen and polymer-bitumen binders. SUPERPAVE system: new quality criteria" and "Repair and maintenance of highways", the main expert of which was Nazarov Shukhrat Bakhtierovich - First Deputy Chairman of the Committee on Highways under the Ministry of Transport of the Republic of Uzbekistan, President of the Association for the Development of Road Cement Concrete and Cement Concrete Pavements, Head of the Department " Construction and operation of roads" Moscow Automobile and Highway State Technical University (MADI), Doctor of Technical Sciences, Professor Viktor Ushakov (Russia) and other guests from around the world.

During these sessions, the following reports were heard: “Basics of Superpave. Prerequisite for the emergence and new developments”, which was presented by Distinguished Professor and Director of the Modified Asphalt Research Center (MARC) from the University of Wisconsin-Madison Hussein Bahiya (USA); “Sustainable roads with Honeywell Titan technology”, presented by the leader of bitumen and asphalt concrete technologies, Honeywell Ruan Yonghong (USA). General Director of Okur Makina Omer Okur (Turkey) made a presentation “Modern equipment for modifying bitumen and producing improved bitumen emulsions”; Natalia Avetisova (Russia), head of the development service for thermoplastic elastomers at SIBUR, spoke on the topic “Polymer modifiers Sibur for the road industry.”

The reports of the Deputy General Director for Development of TA Group LLC (ErichHahn) Rustam Zeynalov (Russia) “Bitumen plants-terminals: role in the infrastructure of road construction” were also heard; Head of the Department of Engineering Surveys and Laboratories, representative of Bridge Road Construction LLC, Ph.D., Associate Professor Mukhitdin Abdullaev (Uzbekistan) “Improving the quality and durability of highways. Opportunities and problematic issues using the example of non-rigid coatings” and Deputy Director for Quality, Head of the Research Center JSC “Asphalt Concrete Plant No. 1”, Ph.D. Natalia Maidanova (Russia) “Features of the production of colored asphalt concrete mixtures. Practical experience of ABZ-1 Group of Companies” and others.

Of great interest was the report of the President of the Association for the Development of Road Cement Concrete and Cement Concrete Pavements, Head of the Department of Construction and Operation of Roads of the Moscow Automobile and Highway State Technical University (MADI), Doctor of Technical Sciences, Professor Viktor Vasilievich Ushakov (Russia) “Purpose and frequency of work on the installation of protective layers and wear layers of road surfaces.”

The chief sales manager for the CIS of the Wirtgen Group, Busch Andreas (Germany), spoke about recycling technology using Wirtgen Group machines.

The topic of the speech by the Director of International Sales of Crafco Inc was “Innovative technologies, materials and equipment for the repair and maintenance of asphalt concrete and cement concrete pavements. Experience of Crafco (USA).”

Secmair and SAE bitumen and emulsion expert Jeremy Vandoorme (France) gave a presentation “Surface treatment to protect and increase the service life of coatings. Unique experience of Secmair and SAE.”

Thomas Falvo (Germany-USA), chief specialist for Central Asia at Ingevity (USA), gave a presentation on “Thin protective wear layer Microsurfacing (cast emulsion-mineral mixtures) as part of the repair of automotive coatings.”

The head of the UniAs Group of Companies, Corresponding Member of the International Academy of Transport, Kholikov Najot Muzafarovich, in his report “Key Topics of the Conference”, summed up the results of the presented messages.

In conclusion, a detailed conference resolution was adopted, which will be published in the media.

At the end of the second day of events, a technical visit was held for the participants (delegates), during which it was planned to visit the Grand Road Tashkent company and the laboratory of the unitary enterprise “Automobile Research Institute” (DorNii), as well as other facilities in Tashkent.

The third day of the conference was devoted to a cultural and technical excursion around Samarkand and studying the condition of the Tashkent-Samarkand road.

Participants of the events noted that the conference and exhibition were held at a high organizational and quality level.
