The private sector to take part of the functions of the Ministry of Preschool and School Education

Tashkent, Uzbekistan (UzDaily.com) -- The President signed Decree on measures to effectively organize the activities of the Ministry of Preschool and School Education and organizations in its system, Norma reports.

The document states:

organizational structures of the Ministry of Preschool and School Education, the Agency for Preschool Education, the Agency for Specialized Educational Institutions;

list of functions of the ministry and organizations in its system, transferred to the private sector.

Starting from the 2023/2024 academic year in stages:

in grades 1-4 schools will introduce curricula aimed at developing students’ basic knowledge, in grades 5-9 - basic knowledge, in grades 10-11 - knowledge corresponding to their interests and abilities;

in the primary grades, the subject "informatics" is introduced, in the middle grades - lessons in improving financial literacy;

the share of practical training in all subjects is brought to 60%. At the same time, the topics of academic subjects are mastered by solving specific problems, and practical classes are held in the form of project implementation.

From the 2023/2024 academic year, applicants with higher education who are first hired for teaching professions work as trainee teachers and within 1 year from the date of employment they are required to obtain a professional certificate.

From 1 January 2024, a new procedure for assigning a qualification category to teaching staff of state preschool, general secondary and out-of-school educational organizations is being introduced. Wherein:

testing for obtaining a qualification category is carried out at least once a year in two stages;

until the introduction of a new procedure for assigning a qualification category, a moratorium is introduced on testing for obtaining a qualification category;

during the moratorium period, teaching staff are not involved in testing, the validity of the certificate confirming their qualification category is automatically extended until they are involved in the next testing.

Pedagogical workers who have received a qualification category based on international standards are paid an additional payment in the amount of 70% of the current size of their tariff rate.

From 1 June 2024, the basic tariff rates of teachers with higher education of state preschool educational organizations are equated to the current basic tariff rates of the corresponding school teachers.

From 1 September  2023:

the powers of departments of preschool and school education of districts (cities) to inspect the activities and assess the quality of education of schools are terminated;

in Karakalpakstan, regions and the city of Tashkent, Boards of Directors are created, consisting of the most experienced directors;

the appointment of directors is carried out on the proposal of the Board of Directors on the basis of an open competition.

From 1 January 2024, a system of professional certification of directors is being introduced every 5 years. At the same time, directors who have not passed certification are dismissed from their positions.

From 1 January 2024, after birth, a child is registered online at a general secondary educational institution attached to a microdistrict at the address of his permanent residence.
