The private sector to be involved in road construction

Tashkent, Uzbekistan (UzDaily.com) - The Presidential Resolution “On measures to further improve the road sector” was adopted.

According to the Resolution, from 1 January 2024, the following are introduced:

types of work performed on highways include construction and reconstruction, repairs, as well as maintenance;

a system is being introduced that envisages the preparation of design and estimate documentation, the implementation of road construction works, as well as their acceptance, taking into account indicators of the volume and quality of work (“volumetric method”);

a warranty service life of at least three years is being introduced for the main structural elements of facilities where construction and reconstruction of highways have been completed;

On highways, seasonal restrictions are established on the movement of freight vehicles and road trains (trailers) (except for special vehicles) during high-temperature seasons.

A project will be implemented to reconstruct the section 817–827 km of the international highway M39 “Tashkent – Termez” in the direction Tashkent – Chinaz by constructing a cement concrete pavement based on advanced foreign technologies and modern international standards.

From 1 January 2025, at newly launched road construction sites, work on engineering management and technical control of the project will be carried out by independent organizations, including the private sector, in accordance with the practice and documents of the International Federation of Consulting Engineers (FIDIC) on an outsourcing basis.

Until 31 December 2023, the evaluation criteria on the Transparent Construction information platform of design, survey and construction contracting organizations for the design (including the development of feasibility studies), construction and reconstruction of highways, bridges and artificial structures at the expense of the State Budget will be improved.

Territorial divisions of the state institution “Uzyulkukalamzorlashtirish” as part of the Committee on Highways will be transferred to the disposal of the Council of Ministers of the Republic of Karakalpakstan, regional khokimiyats and the city of Tashkent as part of the creation of green zones along public roads.

From 1 January 2024, as an experiment, the private sector will be involved in the operation of public roads up to 20 km long in the Republic of Karakalpakstan and regions on an outsourcing basis.

The following will be created as part of the Committee on Roads:

cluster "Uzyulkuprik" and its territorial branches;

State institution "Center for Analysis of the Technical Condition of Highways and Traffic Safety."

From 2024, budget funds for the construction, reconstruction and repair of inter-farm rural roads, city streets, urban settlements, villages and auls will be allocated exclusively under the “Mening Yulim” (“My Road”) program.
