Tashkent, Uzbekistan (UzDaily.com) -- The Presidential Decree “On additional measures to provide the population with housing through mortgage lending based on market principles” was adopted.
In accordance with the Decree, from 10 December 2021:
- the practice of setting the maximum standard for the area of an apartment when paying subsidies on a mortgage loan to citizens with low incomes and in need of better housing conditions has been abolished;
- subsidies for reimbursement of a part of the initial payment are paid at a fixed amount of 32 million soums, subsidies for reimbursement of a part of interest payments - in an amount exceeding 5% during the first 10 years;
- subsidies are paid even if the price of the purchased apartment exceeds the maximum size of the mortgage loan. At the same time, in the case when the price of an apartment exceeds the maximum size of the mortgage loan, the rest of the cost is paid by the borrower at his own expense;
- when receiving a mortgage loan, citizens are also given the right to attract other persons from borrowers who do not live with them and who are not close relatives.
Also, according to the Decree, the winners of the electronic online auction are entitled to an interest-free payment of 30% of the value of the land plot no later than 5 working days from the end of the auction, and the rest in equal shares within 12 months.
From 1 January 2022, contractors can pledge unfinished apartment buildings with a roof that have passed state registration.
Until 1 January 2023, when importing cement products (TN VED code 2523) and energy-efficient basalt coatings (TN VED code 6806 1000 08), a zero customs duty rate is applied.
In addition, in 2022, measures will be taken to acquire 1,000 apartments for women, people with disabilities, orphans and children left without parental care.
According to the Decree, in 2022, a total of 43 thousand mortgage loans will be allocated for the purchase of apartments, the construction and reconstruction of individual residential buildings.
