The period for consideration of an application for media registration is reduced from 15 to 10 days

Tashkent, Uzbekistan (UzDaily.com) -- Senators at the forty-eighth plenary meeting of the Senate discussed the Law “On introducing amendments and additions to certain legislative acts of the Republic of Uzbekistan in connection with improving the system of providing public services and protecting the rights and legitimate interests of business entities.”

In recent years, the country has been implementing measures to gradually reform the system of providing public services, support and protect entrepreneurs, as well as create the necessary infrastructure in the field of archival affairs.

At the same time, there is still a need to take additional measures to eliminate unnecessary bureaucratic barriers in the activities of government bodies, introduce new mechanisms to support entrepreneurs and protect their rights, expand the list of government services provided, as well as improve the activities of non-state archives.

This Law introduces amendments and additions to the laws of the Republic of Uzbekistan, providing for the abolition of the requirement to provide copies of payment documents for payment of state duties, fees or other payments for consideration of applications from citizens and legal entities, state bodies and other organizations or state registration.

The law also simplifies the procedure for including legal entities in the Register of private employment agencies.

In addition, amendments are being made to the Law “On the Mass Media” to reduce the period for consideration by the registration authority of an application for registration of a mass media from 15 days to 10 days, and to the Law “On the Bar” to reduce the period for issuing a lawyer’s certificate.

According to the amendments and additions made to the Law “On State Duty”, the functions of registration (re-registration) of law offices, law firms and bar associations and re-registration of legal consultations are transferred to the State Service Centers from the justice authorities, and the amount of state fees paid for registration is also reduced .

In addition, the Public Service Centers are also responsible for the registration (re-registration) of gardening and winegrowing partnerships, consumer, production and agricultural cooperatives.

Amendments are being made to the current legislation to establish the requirement for stamp certificates to contain an image of the state emblem and a QR code (matrix barcode), as well as the introduction of a procedure for registering citizens over 16 years of age in the funded pension system.

This Law also provides for clarification of the status of the Office of the Commissioner under the President of the Republic of Uzbekistan for the protection of the rights and legitimate interests of business entities as a state body.

In accordance with the amendment to the Law “On Licensing, Permitting and Notification Procedures,” the procedure for creating non-state archives and terminating their activities, as well as re-issuing a license or permitting document, is simplified, according to which the actions necessary for re-registration, at the request of a business entity, are carried out registration authority without paying a fee for re-registration.

It should be noted that this Law serves to regulate the system of providing public services, expanding their list and eliminating bureaucratic barriers for the population and business entities, reducing the amount of fees charged for the provision of public services and for consideration of applications.

The adoption of the Law is important for consolidating the legal status of the Office of the Commissioner under the President of the Republic of Uzbekistan for the protection of the rights and legitimate interests of business entities at the legislative level, as well as simplifying the procedure for creating and terminating the activities of non-state archives.

At the end of the discussion, the Law was approved by the senators.
