The Ministry of Finance of Uzbekistan implemented digital signatures for signing documents

Tashkent, Uzbekistan (UzDaily.com) -- It is known that 2020 has been declared in our country as the «Year of development of science, education and digital economy». In turn, the widespread adoption of information technology in all areas is one of the basic requirements of today, contributing to the simplification and acceleration of activities.

In particular, the Ministry of Finance of the Republic of Uzbekistan receives an average of about 500 documents per day. In order to ensure effective monitoring of the execution and processing of each document, optimization of processes, as well as pursuant to Decree of the President of the Republic of Uzbekistan No. PP-3962 “On Measures to Further Strengthen Performing Discipline in Government Agencies and Organizations” dated October 5, 2018, Decree No. -5017 a “On the implementation of a unified interdepartmental electronic system for monitoring execution” dated August 9, 2017 and the Protocol of the meeting of the Cabinet of Ministers of the Republic of Uzbekistan No. 47 dated May 7, 2018, in 2018 the Ministry of Finance Republic of Uzbekistan in cooperation with OOO «UNICON-SOFT» introduced common system for executive discipline inspection  «mf.ijro.uz».

Currently, the software “mf.ijro.uz” is effectively used by about 5,000 employees of all organizations within the ministry’s system. It creates additional conveniences in ensuring effective functioning in the telework (remote work) mode during the quarantine period associated with the coronavirus pandemic.

In addition, in order to realize the points of the “Measures-plan for the implementation of an automated reporting and document management system in state agencies and organizations” No. 08 / 1-4092, signed by the Prime Minister of the Republic of Uzbekistan on March 10, 2020, the function of signing documents by the executives of the Ministry of Finance with the use of digital signatures and sending electronically to organizations connected to the “e-xat” system has been introduced within “mf.ijro.uz”. This, in turn, leads to acceleration and complete digitalization of the workflow.

A digital signature is the requisite of a document that allows to record the state of information and data in an electronic document and confirm the authenticity by the person with an EDS.

Legally, a digital signature on an electronic document, under certain conditions, is equivalent to a signature on a paper document.

It should be noted that the widespread use of information technology can significantly reduce the excessive expenditure of resources, increasing labor productivity.
