The Minister of Energy held a critical meeting on the work carried out in the system, existing problems and preparations for the autumn-winter season

Tashkent, Uzbekistan (UzDaily.com) -- Deputy Prime Minister - Minister of Energy of the Republic of Uzbekistan Jurabek Mirzamakhmudov held a critical meeting on the state of ongoing work to prepare for the autumn-winter season in organizations and joint-stock companies operating in the fuel and energy complex, existing problems and ways to solve them.

First of all, the current state of work on the complete preparation of industry facilities for the autumn-winter period of 2022/2023, the stable supply of consumers with energy resources was discussed. At the meeting, first of all, the urgent measures taken to provide the population and social facilities with energy resources were discussed. In particular:

- Establishment of a permanent headquarters that controls the supply of energy resources;

- Coordination of the dispatching services of the enterprises of the system by the dispatching center of the Ministry of Energy;

- Control over the adequacy of the measures taken to steadily ensure the priority supply of energy resources to the population and social facilities. Possible disconnection during the season, in connection with this, from the network of consumers whose supply of natural gas during the winter period is not guaranteed (greenhouses, brick factories, lime production workshops, catering facilities, etc.);

- Preparation of a regulatory document for the full provision of street lamps with solar panels, with special attention to new arrays;

- Timely informing the population about the already occurred, as well as predicted interruptions in the network and measures to eliminate them;

- Repeated monitoring of the state of social facilities (schools, preschool educational organizations, hospitals, etc.) on the issue of their preparedness for the autumn-winter season;

- Strengthening measures to identify and suppress cases of illegal use of energy resources;

- Improving the financing of enterprises and accelerating investment in the sector;

- Carrying out work on energy saving at all enterprises of the system.

At the meeting, the decrease in production indicators by oil and gas enterprises was sharply criticized, instructions were given to Uzbekneftegaz JSC on the full implementation of planned indicators by the end of the year and taking all necessary measures for this.

They also criticized the lack of identification of those consumers who illegally use electricity and natural gas, the incomplete responsibility of some specialists of the system in this matter. It was especially emphasized that these negative phenomena, in turn, have a negative impact on the delivery of natural resources belonging to the people to the homes of the inhabitants.

In this regard, instructions were given directly to the heads of the joint-stock companies "Uzneftegazinspektsiya", "Uzenergoinspektsiya", "Uztransgaz", "Khududgaztaminot", "Regional Electric Networks" to fully identify cases of illegal use of electricity and gas and immediately disconnect violators from the network, draw up relevant documents and their immediate transfer to law enforcement agencies.

At the meeting, which was held in a critical spirit, another painful issue was raised. In particular, it was noted that every year there are cases of carbon monoxide poisoning in homes, and in some cases deaths, which is an unforgivable situation.

Based on this, Khududgaztaminot JSC was given a special task on the need to improve the safety rules for the supply of natural and liquefied gas to consumers, increase the efficiency of informing the population, and strengthen the promotion of the necessary information in social networks.

It was also noted that there are cases of gas pressure drops in remote areas of the republic on cold days. The task was given to develop a plan of special measures to eliminate these problems.

It was decided to organize 244 emergency rescue teams in regional gas supply enterprises and 439 emergency rescue teams in power grid enterprises for a stable supply of energy resources during the autumn-winter period by October 10 this year, as well as provide them with all the necessary resources for prompt elimination of emerging problems.

At the meeting, the task was given to supply consumers with a total of 30.6 billion cubic meters of natural gas in the autumn-winter period. Of these, 10.4 billion cubic meters will be supplied to household consumers, 20.2 billion cubic meters to the economic sector.

It was emphasized that 85 gas filling points and 1,058 units of special vehicles for the supply of liquefied gas cylinders intended for gas supply to consumers must be in good technical condition.

At the same time, based on the needs of consumers, it was determined that an additional 12.7 thousand household gas cylinders should be supplied by the end of this year.

Measures will also be taken to provide 10,693 tons of liquefied gas to more than 168,000 households in 447 microdistricts (villages), to create reserves of coal and liquefied gas in remote and hard-to-reach villages.

During the last autumn-winter season, there was criticism in social networks reflecting the dissatisfaction of the population with coal supplies, in particular, the low quality of the supplied coal. To this end, it was emphasized that it is necessary to pay special attention to the quality of coal products, to explain to consumers the rules for storing products and the measures that must be taken regarding their use.

In January-September 2022, coal industry enterprises produced 3 million 882 thousand tons (99%) of coal products, 14 million 329 thousand cubic meters (53%) were opened. Specific tasks were given to accelerate these works.

From 15 September to the present day, 144 thousand tons (16%) of coal products have been delivered to consumers. Instructions were given to supply 882,000 tons of coal products by the end of the year.

It was noted that, despite the work done to increase the capacity of electricity production, repair power transmission networks and transformer points, there are interruptions in the supply of electricity, which causes criticism from consumers.

In this regard, an instruction was given to modernize 11 main substations with bringing their total capacity to 1616 MVA, as well as to introduce new planned capacities of 1515 MW by the end of this year.

In total, during the autumn-winter period, consumers of the republic will be supplied with 34 billion 918 million kilowatt-hours of electricity (2 billion 540 million kilowatt-hours more than in the previous autumn-winter season). Of these, 10 billion 938 million kilowatt-hours of electricity will be supplied to the population.

At the meeting, responsible managers were given personal responsibility to strengthen performance discipline, and were instructed to pay serious attention to monitoring the execution of documents, especially the full and timely completion of tasks given in the documents adopted by the President of the Republic of Uzbekistan and the Cabinet of Ministers.

Reports of officials were heard on all issues on the agenda and appropriate decisions were made.
