Tashkent, Uzbekistan (UzDaily.com) -- At the forty-ninth plenary meeting of the Senate, senators discussed the Law “On introducing amendments and additions to certain legislative acts of the Republic of Uzbekistan, aimed at improving the activities of the Oliy Majlis of the Republic of Uzbekistan in connection with the adoption of the Constitution of the Republic of Uzbekistan in a new edition”.

It was noted that in April 2023, a new edition of the Constitution of the Republic of Uzbekistan was adopted through a popular referendum. The constitutional foundations for building a New Uzbekistan were strengthened.

At the same time, several laws, decrees and resolutions of the President, government resolutions have been adopted, and measures are being implemented to provide legal support for reforms carried out in all spheres of life in our society.

The Chambers of the Oliy Majlis bring the laws of the Republic of Uzbekistan regulating their activities to implement the priority goals and objectives enshrined in the Constitution into conformity with the Constitution in the new edition.

In particular, the parallel and duplicating powers of the chambers of parliament are clarified, the total number of members of the Senate is reduced from 100 to 65. It is established that 4 senators are elected from each administrative-territorial unit, and 9 are appointed by the President.

Also, the number of Deputy Speakers of the Legislative Chamber is reduced from 7 to 2. At the same time, it is established that the Deputy Speakers for the period of performance of their duties cannot be members of the faction and suspend membership in the political party. In addition, the power of self-dissolution of the Legislative Chamber and Senate is introduced. In this case, it is provided that new elections to the Legislative Chamber are held within 2 months, and a new composition of the Senate is formed within 1 month.

Another important aspect. It establishes the possibility of introducing legislative proposals to the Legislative Chamber by citizens with the right to vote, in an amount of at least one hundred thousand people, by the Senate, the Ombudsman, the Central Election Commission, as well as conducting a parliamentary investigation by a special commission created on a parity basis from among the deputies of the Legislative Chamber and members of the Senate.

It is established that the above-mentioned provisions of the Law, which determine the quantitative composition of the Senate and the names of committees, as well as the number and status of Deputy Speakers of the Legislative Chamber, are planned to be implemented in 2024, when the activities of the chambers of the Oliy Majlis of the next convocation begin.

The senators emphasized that the adoption of this Law serves to implement the provisions of the Constitution in a new version, adopted in a popular referendum, as well as to bring the provisions of the laws into compliance with the Constitution.

At the end of the discussion, the Law was approved by the senators.
