Tashkent, Uzbekistan (UzDaily.com) -- Today, on 9 December, a meeting of the Senate Committee of the Oliy Majlis on Budget and Economic Reforms was held in the form of videoconference. The meeting discussed the state of implementation by the ministries of housing and communal services, transport and the khokimiyat of Navoi region of the Law of the Republic of Uzbekistan "On the State Budget of the Republic of Uzbekistan for 2020".

It was attended by members of the Senate, senior officials of the relevant ministries, khokimiyats, as well as representatives of the media.

At first, attention was focused on the state of implementation in the Ministry of Housing and Communal Services of the Law of the Republic of Uzbekistan "On the State Budget of the Republic of Uzbekistan for 2020".

It was noted that for the sphere of housing and communal services, as well as for measures to provide clean drinking water and improve the sewerage system in 2020, funds were allocated from the republican budget in the amount of 1.3 trillion soums.

For water supply and sewerage facilities, 341.5 billion soums (68%) of 500.0 billion soums were allocated for 9 months, the allocation of which was planned by the Decree of the President of the Republic of Uzbekistan from the Anti-Crisis Fund. Taking into account additional funds for 9 months, 1.3 trillion soums were allocated to this area.

It was planned to allocate 97.8 billion soums from the republican budget for expenses on the maintenance of the ministry and its structural divisions, as well as for the implementation of planned activities, 48.9 billion soums (50%) were spent in 9 months.

According to the volume of work performed, out of 61.7 billion soums planned for such activities as the reconstruction and construction of playgrounds, repair of irrigation systems, concreting and lighting of pedestrian paths near multi-storey buildings, 34.9 billion soums were spent in accordance with the President’s decree or 56.5% of funds.

Along with this, out of 20.9 billion soums allocated for the sphere for the overhaul of boiler houses, only 27.1% of funds were spent.

Due to the fact that the work on ensuring the implementation of the Law was not established at the proper level, the application of an open and transparent practice of targeted use of funds in the structure of the ministry, there are cases of inappropriate use of budgetary and attracted funds, and in some cases - embezzlement.

During the study by the Ministry of Finance in June of this year, the effectiveness of construction and installation work carried out at the expense of budgetary and additionally attracted funds for the development of water supply and sewerage system, cases of ineffective and illegal use of allocated funds in the system were identified, starting with the process of developing design estimates for objects.

As a result, the citizens of the respective regions are left without drinking water supply. Such cases were also identified in Namangan, Ferghana, Andijan regions. LLC Andijon Suv Taminoti, Bukhoro Suv Taminoti last year ended their activities with losses.

In addition, in the Law "On the State Budget of the Republic of Uzbekistan for 2020", it was planned to allocate 2.65 trillion soums of funds for the transport sector, as well as road facilities in 2020.

For 9 months of 2020, the territorial divisions of the ministry received 23.33 billion soums of funds from the state budget.

As of 1 October 2020, 1.25 trillion soums have been allocated to finance activities in the road sector.

It was noted the expediency of communicating on an ongoing basis to the public online through the media, electronic sites of performance reports on the areas of use of funds in order to take measures to achieve savings based on an analysis of funds used for other expenses, ensuring transparency in the use of budget funds in structural organizations ministries.

It was noted that in Navoi region to ensure the implementation of the Law "On the State Budget of the Republic of Uzbekistan for 2020" for 9 months of this year, the budget income forecast of 666.9 billion soums, set for taxpayers of this territory, was exceeded by 44.5 billion soums and amounted to 711.4 billion soums (106.7%).

In terms of local budget revenues, the forecast of 907.7 billion soums was exceeded in the amount of 1.03 trillion soums (+14.1%), funds in the amount of 128.2 billion soums remained at the disposal of the local budget.

The plan for the expenditure side of the local budget of the region amounted to 1.32 trillion soums, in fact, financing was provided for 1.29 trillion soums, the target was fulfilled by 97.7%.

In the reporting period, 66 out of 101 control measures carried out on the state of use of budgetary funds revealed 1,710.9 million soums of illegal expenses.

An administrative fine was imposed on 3 officials of budgetary organizations in which illegal and inappropriate use of budgetary funds was committed.

The illegal expenses committed in 12 organizations of the public education system amounted to 565.0 million soums, including 303.7 million soums in the public education system of Khatyrchi district, 120.4 million soums in the public education system of Nurata district.

In 17 organizations of the health care system, cases of illegal expenditures of 314.0 million soums were revealed, the funds were returned to the budget.

Illegal expenses of 157.8 million soums out of 189.0 million soums admitted in 6 organizations of the preschool education system were returned to the budget.

The structural organizations of the Ministry of Physical Culture and Sports allowed cases of illegal spending of funds in the amount of 94.8 million soums.

During the meeting, the need to pay attention to the tasks of strengthening budget discipline, rational and efficient use of budget funds, increasing the responsibility of participants in the budget process, strengthening state financial control over the spending of funds was emphasized.
